Scope of Work
This solicitation includes requirements for:

- Order of Precedence: Amendments to the purchase order/contract take precedence, followed by the schedule of supplies, terms and conditions, IRPOD/Master Procurement Specification, STRs, drawings, and specifications.
- Quality Assurance: Contractors must provide and maintain an inspection system acceptable to the Government, with records available. Quality requirements are detailed in the IRPOD.
- Packaging: Requirements include MIL-PRF-23199, MIL-DTL-24466 green poly bags, and MIL-STD 2073. Fire retardant packaging is no longer required.
- Deliverable Data: Detailed instructions for DD Form 1423, including codes for inspection, acceptance, approval, distribution, frequency, and pricing groups (Group I-IV).
- Waivers/Deviations: Requests for delivery date extensions or non-conformance must be submitted with justification and an offer of consideration, demonstrating no impact on quality, form, fit, or function.
- Exclusion of Mercury: Mercury or mercury-containing compounds are prohibited from being intentionally added or coming into direct contact with hardware/supplies.
- Submission of Reports: A complete package of Vendor Certified Reports of Test and Inspection (ROTI) per DI-QCIC-8872 (latest revision) must be submitted to NAVSUP-WSS, Code N9433, for review. Authorization to ship material must be obtained from the PCO.
