- Gross Sales Definition: Includes all fees charged to the end-user, without reductions for taxes, duties, or contractor expenses.
- Pricing: The contract is FFP; offerors must absorb all input cost inflation. No minimum or maximum acceptable remittance percentage is set, but proposals will be evaluated for reasonableness.
- Equipment: Dispensers must have hot/cold options and be securely anchored. Room-temperature-only or cold-only models are not acceptable.
- Base Access: Contractors are responsible for obtaining all necessary passes and security clearances per the NUWCDIVNPT Security Manual.
