This document is a combined synopsis/solicitation (RFQ) for commercial services to replace a mini-split AC unit at the National Weather Service Weather Forecasting Office (WFO) in Newport, NC. The acquisition is set aside for small business concerns, with NAICS code 238220 and a small business size standard of $19M.

• CLIN 0001: Non-personal services to provide all labor, equipment, and materials for the one-time removal and replacement of a mini-split AC unit.

• The work must be performed in accordance with the attached Statement of Work (SOW).

• A Wage Determination (WD 2015-4401, Rev. 31) is applicable.

• Contract Type: Firm-fixed-price purchase order.

• Period of Performance: 60 days from the date of award.

• Place of Performance: National Weather Service Forecast Office, 533 Roberts Road, Newport, NC 28570.

• Submission Method: Email quotes to sara.brunstetter@noaa.gov and casey.morrison@noaa.gov in PDF or Microsoft Word format.

• Submission Deadline: May 22, 2026, 16:00 ET.

• Evaluation: Quotes will be evaluated using Lowest Price, Technically Acceptable (LPTA) procedures. Award will be made to the responsible quoter whose quote is technically acceptable and offers the lowest evaluated price. Award will be made without tradeoffs.

• Evaluation Factors: Technical Approach, Experience, and Price.

• Quote Requirements: Include signed SF-1449, UEID/CAGE code, technical capability statement, past experience details, and best and final pricing.

• This acquisition is 100% set aside for small business concerns.

• Offerors must have an active registration in the System for Award Management (SAM) to be eligible for award.

• Invoices are to be billed monthly in arrears via IPP.

Statement of Work (SOW)

To restore heating and cooling in a prefabricated concrete storage building at the National Weather Service Forecast Office (WFO) in Newport, NC, by replacing an end-of-life mini-split air conditioner.

• Replace the existing mini-split air conditioner system with a new unit (brand name or equal) that has a 1.5-ton nominal capacity and matches the footprint of the existing system.

• Recover and dispose of existing refrigerant according to EPA regulations.

• Remove and dispose of the existing indoor and outdoor units.

• Reuse existing line set, wall mounting bracket, and wiring.

• Connect new refrigerant lines, electrical wiring, and condensate drain.

• Ensure existing building penetrations are sealed.

• Test the new system to ensure proper operation per manufacturer specifications.

• Maintain a clean work area and perform a full site cleanup upon completion.

• The system must be tested to ensure proper operation as per manufacturer's specifications.

• Deliverables include manuals, warranty information, finished photos (nameplates, seals, interior/exterior), and a service report with photographic documentation.

• Period of Performance: Not to exceed sixty (60) calendar days from the date of award.

• Place of Performance: National Weather Service Forecast Office, 533 Roberts Road, Newport, NC 28570.

• Hours of Operation: Monday through Friday, 8:00 AM to 5:00 PM local time (excluding Federal holidays).

• Applicable Documents: Compliance with NFPA 70E (2021) and 29 CFR 1910 (1970) is required.

• Qualified Personnel: Contractor must provide qualified and factory-trained personnel.

• Project Manager: A single point of contact for the Contracting Officer (CO) and Technical Point of Contact (TPOC).

• Employee Identification: Contractor employees must wear identification badges and comply with Government escort rules.

• Employee Conduct: Compliance with all applicable Government regulations, policies, and procedures is mandatory.

• Government Acceptance: TPOC has 3 business days for review/comments; Contractor has 7 business days for corrections. The CO may direct removal of employees for misconduct or security reasons.
