This is a combined synopsis/solicitation for a Blanket Purchase Agreement (BPA) for Delivered Gravel for the U.S. Fish and Wildlife Service (USFWS) Montezuma National Wildlife Refuge (NWR) near Seneca Falls, NY. The government intends to award a Firm-Fixed Price commercial order. Quotes from sellers unable to accept purchase orders or delivery orders will not be considered.

• Procurement of #2 Crusher Run gravel.

• This is not an all-encompassing list of required gravel types.

• The BPA has an authorized limit of $250,000 for its life, with a not-to-exceed call limit of $10,000.

• Minimum amount per call is $1.00.

• Individual field station personnel are limited to $10,000 per call for supplies.

• Period of Performance: 05/01/2026 through 04/30/2031.

Statement of Work (SOW) / Performance Work Statement (PWS)

To supply and deliver #2 crusher run gravel for the Montezuma National Wildlife Refuge.

• The Contractor shall supply and deliver #2 Crusher Run gravel on an as-needed basis.

• This includes supplying all labor (including CDL drivers), transport vehicles, and necessary vehicle permits.

• The gravel is intended for normal annual maintenance of the Refuge's 3.5-mile Wildlife Drive, as well as for enhancing other access roads and parking areas.

• The Base Period of Performance for this Blanket Purchase Agreement (BPA) is May 1, 2026, to April 30, 2031.

• Deliveries are to be made during regular business hours: Monday through Friday, 7:00 a.m. to 5:30 p.m., excluding recognized Federal holidays.

This document is Attachment 2 – Pricing Sheet, which requires contractors to provide pricing for materials, equipment, and services as needed, in accordance with the Statement of Work and contract documents. Specifically, it details the pricing structure for #2 crusher run gravel.
