Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The National Institute of Standards and Technology (NIST) is seeking quotations for O-band Optical Filters to support its Quantum Information Group's research in quantum networking. This is an unrestricted competition for a Firm Fixed-Price Purchase Order. Quotations are due Tuesday, June 23, 2026, at 12:00 PM ET.

Scope of Work

NIST requires a set of tunable, low-loss, narrow-band optical filters in the O-band wavelength range (near 1310 nm). Specifically, the procurement includes:

  • Line Item 0001: Two (2) manually tunable O-band optical filters with pass bandwidths of 0.15 nm to 0.20 nm.
  • Line Item 0002: Two (2) manually tunable O-band optical filters with pass bandwidths of 0.25 nm to 0.30 nm, which must be 0.10 nm +/- 0.01 nm wider than Line Item 0001. All filters must be new, compatible with SMF-28 FC/APC fibers, and meet specific technical requirements including insertion loss (<= 2.5 dB), polarization-dependent loss (<= 0.25 dB), and out-of-band suppression (>= 45 dB).

Contract & Timeline

  • Contract Type: Firm Fixed-Price Purchase Order.
  • Delivery: All items must be delivered FOB Destination to NIST, Gaithersburg, MD, within twelve weeks after receipt of order.
  • Warranty: A minimum one-year warranty is required.
  • NAICS: 334413 – Semiconductor and Related Device Manufacturing (Small Business Size Standard: 1,250 Employees).

Submission & Evaluation

  • Submission Deadline: Quotations must be received by Tuesday, June 23, 2026, at 12:00 PM ET.
  • Questions Deadline: Questions are due by Tuesday, June 16, 2026, at 12:00 PM ET.
  • Submission Method: Electronic submission via email to Collin Randall (Collin.Randall@nist.gov) and Lauren Roller (lauren.roller@nist.gov).
  • Quotation Format: Submissions require two distinct volumes:
    • Volume I – Technical Quotation: Not to exceed five single-spaced pages, detailing product literature, country of origin, manufacturer authorization (if applicable), and confirmation of delivery and warranty capabilities.
    • Volume II – Price Quotation: Including firm fixed prices for each line item, total aggregate price, and any applicable discount terms. Tariffs for non-U.S. manufactured products must be clearly identified.
  • Evaluation Factors: Award will be based on best value, considering Technical Capability (more important than Price) and Price. NIST prefers quotations with lower insertion loss and wider tuning ranges than minimum specifications.
  • Eligibility: This is an unrestricted competition; both small and other than small businesses are eligible. Quoters must have an active SAM.gov registration at the time of offer submission.

Additional Notes

This is a combined synopsis/solicitation (RFQ); no separate standard form will be issued. The Government intends to award without discussions but reserves the right to conduct them.
