• Technical Evaluation: Rated on an acceptable/unacceptable basis. The quote must demonstrate the firm's ability to meet the government's requirements.

• Price Evaluation: Will be reviewed for mathematical correctness. Non-Certified cost or pricing data may be requested.

• Questions Deadline: Tuesday, 31 March 2026, no later than 9:00 AM HST. Questions must be submitted via email to rachel.m.tamashiro.civ@us.navy.mil.

• This acquisition is not a set-aside for small business concerns.

• All responsible sources may submit a quotation.

• This solicitation incorporates provisions and clauses by reference; contractors are responsible for familiarity with them.

• By submitting a quote, the contractor affirms no exceptions to the SOW or solicitation terms.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide customized O2X EAT, SWEAT, THRIVE human performance training to the USS Daniel K. Inouye crew to prepare them for the Navy Warrior Ethos and ship's Basic Phase, aiming to maximize functional mental and physical performance, decrease injuries, extend operational careers, and improve overall health and effectiveness.

• Provide a three (3)-day workshop for approximately 60 crew members, delivered by on-site subject matter experts.
• Offer practical and classroom education, with potential modifications to meet command needs.
• Provide workbooks, notebooks, and 12-month access to O2X mobile and web applications.
• Coordinate all logistics, including gear, supplies, personnel, instructors, facility setup/breakdown, and any required equipment.
• Deliver a program focused on functional mental and physical performance, injury reduction, and overall health, derived from Special Operations expertise.
• Comply with all applicable federal, state, and OSHA regulations.
