Statement of Work (SOW)

To procure replacement Auditory Brainstem Response/ Otoacoustic Emissions (OAE) Equipment for the Naval Health Clinic Cherry Point (NHCCP), NC.

• Provide one (1) complete OAE Equipment system, including insert phones, headphones, transducers, oscillators, probes, computer (laptop or desktop), printer, software, and necessary licenses and accessories.

• Equipment must be capable of stand-alone operation and designed for adult use.

• Must operate within a temperature range of -20C to +50C.

• Must meet background noise requirements not exceeding 45dBSPL (A weighted).

• Equipment must assess inner ear function to detect early hearing loss and support hearing conservation.

• Provide a brief on-site overview at the time of installation.

• Include one (1) operator and one (1) service manual in English.

• Noise measurements should conform to ANSI S3.1.

• Equipment must perform objective hearing checks.

• Provide a comprehensive picture of auditory health.

• Delivery to NHCCP Occupational Health Clinic, 3907 Beachey Road, Cherry Point, NC 28533-0023.

• Work to be performed between 8:00 am and 4:30 pm on weekdays, unless otherwise coordinated.

• Contractor must be an Original Equipment Manufacturer (OEM) authorized dealer, distributor, or reseller.

• All equipment must be new and covered by manufacturer's warranty.

• Contractor shall provide and update all software applications.

• Contractor must provide unlimited telephone and email support for software inquiries (excluding training or modifications).

• Contractor is responsible for troubleshooting and repairing hardware and software issues.

• Employees must wear visible identification and company uniforms.

• Parking is the responsibility of the Contractor; NHCCP will not reimburse for violations.

• Smoking and possession of weapons are prohibited on premises.

• Enclosed containers, including tool kits, are subject to search.

Solicitation / RFP / RFQ

This solicitation is for the procurement of Otoacoustic Emission (OAE) Equipment to assess the function of the inner ear, specifically the outer hair cells of the cochlea, to detect early signs of hearing loss from noise exposure. The equipment is needed for Naval Health Clinic Cherry Point (NHCCP), NC.

• One (1) OAE Equipment with specified accessories (phones, headphones, transducers, oscillators, probes).

• Computer (laptop) compatible with OAE Equipment.

• Printer compatible with OAE Equipment.

• Software and software licenses compatible with OAE Equipment.

• Other accessories required for auditory brainstem response / otoacoustic emission testing.

• Delivery/Shipping Fees.

• Contract Type: Firm Fixed-Price.

• Delivery Date: On or before May 11, 2026.

• Submission Method: Electronic via email.

• Quote Due Date: April 01, 2026, no later than 07:00 AM Eastern Time.

• Questions Deadline: March 23, 2026, 5:00 PM Eastern Time (submit in writing via email).

• Evaluation Basis: Lowest Priced, Technically Acceptable (LPTA).

• Technical Capability: Must demonstrate understanding of requirements, include authorized distributor/reseller letter, lead times, and a complete list of supplies as required by the SOW.

• Pricing: Must be submitted for each CLIN under "Supplies or Services & Price or Costs".

• Quote Validity: Minimum of 120 calendar days from the RFQ close date.

• NAICS Code: 339112, with a small business size standard of 1,000 employees.

• Competition Approach: Full and Open Competition.

• The solicitation incorporates FAR clauses by reference, including those related to System for Award Management (SAM) registration and commercial item acquisitions.

• DFARS clause 252.211-7003 (Item Unique Identification and Valuation) is incorporated, requiring unique item identification for delivered items.
