This includes providing all necessary labor, equipment, and permits. Deliveries must be coordinated with the Contracting Officer at least 48 hours in advance and comply with all Federal, State, and local environmental protection laws. Materials will be measured by the ton using certified weight tickets.

Submission & Evaluation
This is a Request for Quote (RFQ); a written solicitation will not be issued. Quotes must be submitted electronically via email to Robert_Sung@fws.gov. Submissions should be in two parts:
- Non-price section: Addressing Technical Acceptability, including past performance and understanding of the Statement of Work (SOW).
- Price section: A completed price schedule for 1 ton of each material listed in the SOW, with delivery costs as a separate line item.
Required information also includes a statement of SOW understanding, CAGE code, and UEID. Evaluation will be based on Technical Acceptability and Price, with award made to the most advantageous offeror. Tradeoffs are not permitted, and proposals are evaluated for acceptability, not ranked. Electronic invoicing via the Invoice Processing Platform (IPP) is mandatory.
