Dredged material is to be transported for disposal at the Montezuma Wetlands Site, with SF-11 or SF-DODS as alternative sites if Montezuma delays exceed 24 hours. Key requirements include pre- and post-dredge eelgrass population surveys, herring spawning observers from December 1 to March 15, and various hydrographic surveys (Before-Dredge, After-Dredge, Progress Payment, QC, QA). Dredging is prohibited within 250-meter eelgrass light monitoring buffer zones during daylight hours without monitoring. Hopper and hydraulic dredging methods are prohibited. Submission & Evaluation
Proposals must be submitted electronically via the PIEE website by May 28, 2026, at 12:00 PM PDT. Award will be based on Lowest Price Technically Acceptable (LPTA) criteria. A bid guarantee (20% of bid price or $3,000,000.00, whichever is less) is required. All offerors, including subcontractors, must be registered in SAM.gov and PIEE. Questions should be directed to the Contract Specialist, Nairi Freeman, via email no later than 14 calendar days before the proposal due date.
Set-Aside & Eligibility
This is a Full and Open Competition. The selected low offeror will be required to submit a Small Business Subcontracting Plan, with recommended goals including 20% for Small Business, 10% for Small Disadvantaged Business, 5% for Women-Owned Small Business, 2% for HUBZone, and 1.3% for Service-Disabled Veteran-Owned Small Business.
