Quick Summary

The U.S. Army Corps of Engineers, San Francisco District (W075 ENDIST SAN FRAN) is soliciting proposals for the Oakland Inner and Outer Harbor FY26 Maintenance Dredging project in Alameda County, CA. This Full and Open Competition will result in a single Firm Fixed Price (FFP) contract, with an estimated cost range of $10,000,000 to $25,000,000. Proposals are due May 28, 2026, at 12:00 PM PDT.

Dredged material is to be transported for disposal at the Montezuma Wetlands Site, with SF-11 or SF-DODS as alternative sites if Montezuma delays exceed 24 hours. Key requirements include pre- and post-dredge eelgrass population surveys, herring spawning observers from December 1 to March 15, and various hydrographic surveys (Before-Dredge, After-Dredge, Progress Payment, QC, QA). Dredging is prohibited within 250-meter eelgrass light monitoring buffer zones during daylight hours without monitoring. Hopper and hydraulic dredging methods are prohibited.
