Statement of Work (SOW) / Performance Work Statement (PWS)

To enhance the US Navy's ocean floor mapping capabilities by acquiring services that utilize contractor-owned, long-endurance Unmanned Surface Vehicles (USV) for data collection in various ocean regions.

• Conduct long-endurance USV survey operations across four mission profiles: shallow water bathymetric survey (to 200m), bathymetric survey (200m to ~4000m), deep water bathymetric survey (4000m to full ocean depth), and seamount survey (to ~4000m).

• The operating model is Contractor Owned, Contractor Operated, Government Augmented (COCOGA).

• Contractor is responsible for providing all equipment, preventative and emergent maintenance, coordination, mobilization, integration, mission planning, and daily operations.

• Contractor may be responsible for data processing and timely delivery.

• Government Augmented tasks may include leading planning/execution, operating payloads, or performing data processing.

• Solutions should increase mission efficiency and reduce risk to personnel.

• Data collection must support Order 1A standards for uncertainty, feature search, and coverage as per IHO Special Publication 44, Edition 6.1.2.

• Minimum monthly productivity of 2000 linear nautical miles.

To provide the Naval Oceanographic Office (NAVOCEANO) with an autonomous maritime solution for collecting ocean floor mapping data using long-endurance Unmanned Surface Vehicles (USVs). The goal is to enhance mission effectiveness by shifting data collection tasks from government-owned platforms to contractor-owned USVs, providing near real-time data delivery and 24/7 customer support.

• Mission Profiles: Conduct long-endurance USV survey operations in various water depths, including shallow water (to 200m), bathymetric (200m to ~4000m), deep water (4000m to full ocean depth), and seamount surveys (to ~4000m).

• Operating Model: Contractor Owned, Contractor Operated, Government Augmented (COCOGA). The contractor provides and maintains all equipment, manages mission planning and daily operations, and is responsible for safe mobilization and integration.

• Desired Solutions: Utilize USVs for efficiency and risk reduction, support data collection, management, and transmission with encryption, collect bathymetric data to IHO standards, achieve a minimum monthly productivity of 2000 linear nautical miles, use multibeam sonar systems, and enable remote monitoring by NAVOCEANO SMEs.

• Data must be collected Near Real-Time (NRT) to ensure accuracy and relevance.

• Bathymetric depth uncertainties should be less than 1% x water depth (95% CL).

• Bathymetric coverage density should support Variable Resolution Bathymetric Attributed Grids (VR BAG), with at least 95% of grid nodes populated.

• Support a minimum monthly productivity of 2000 linear nautical miles.

• Quality control measures must meet specified International Hydrographic Organization (IHO) standards.

• Period of Performance: 24-month ordering period.

• Place of Performance: Remotely, with data accessible via a secure online platform. Survey areas are located in international waters, beyond US boundaries, and will be identified after contract award. Specific AOIs will be approximately 100 nm² and agreed upon by the Government and Contractor.

• Data Delivery: Real-time data accessibility via a secure online platform with NRT data release directly to NAVOCEANO SOC.

• Customer Support: 24/7 help desk and technical assistance for platform access, sonar usage, and issue resolution.

• Personnel Qualifications: Contractor personnel must meet specific education and experience requirements and be US citizens with National Trust credentials.

• Security: The contract is Unclassified. Contractor personnel must comply with relevant security directives and policies. Data is restricted to DoD and U.S. DOD Contractors identified to this contract.

• Deliverables: Include raw and processed survey data (bathymetry, oceanographic, GNSS, vessel motion), Report of Survey, and a Software Inventory Document.

• Meetings: Kickoff Meeting, Preliminary Mission Review (PMR), and Post Award Conferences will be conducted virtually. Travel is not required.
