This opportunity is a Total Small Business Set-Aside. A complete RFP package is anticipated to be available on or about May 28, 2026, on SAM.gov.
Scope of Work
- Provide a comprehensive, contractor-owned, contractor-operated, government-augmented (COCOGA) service for high-resolution ocean floor mapping.
- Gather and manage a minimum of 2000 linear nautical miles of International Hydrographic Organization (IHO) Order 1a compliant survey data per month.
- Support various mission profiles including Bathymetric Survey (200m to full ocean depth) and Seamount Survey (vessel draft to ~4000m).
- Contractor is responsible for all equipment, maintenance, mobilization, integration, mission planning, daily operations, and data processing.
- Data must be protected with end-to-end encryption and a remote interface over NIPRNET for real-time monitoring provided.
- Place of Performance: International waters of the Indian Ocean and Pacific Ocean Basins, beyond U.S. territorial boundaries. Specific mission locations will be identified at the Task Order level.
- Contractor personnel must be US citizens with National Trust credentials.
