NAVFAC EXWC is seeking information on qualified contractors capable of providing services related to ocean infrastructure, equipment, and facilities. This includes research, development, testing, evaluation, procurement, fabrication, inspection, maintenance, and repair.

The general scope includes:

• Development, manufacturing, integration, survey, installation, repair, and recovery of ocean infrastructure, related equipment, facilities, and components.
• Test and evaluation of existing ocean infrastructure and components.
• Operation, leasing, repair, and maintenance of ocean infrastructure, equipment, platforms, and components (e.g., boats, ships, aircraft, facilities, AUVs, ROVs).
• Work will be performed in diverse environments (arctic to tropic) and water depths.
• Contractor support includes providing vessels, vessel services, logistics, facility support, environmental services, and equipment.

A 60-month ordering period (5 years) with a potential 6-month option period.

Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing services to the Naval Facilities and Expeditionary Warfare Center (NAVFAC EXWC) at Port Hueneme, CA. The primary goal is to support NAVFAC EXWC's mission in research, development, testing, and evaluation (RDT&E), procurement, fabrication, inspection, maintenance, and repair of ocean infrastructure and related technologies.

The contractor will furnish personnel, services, products, materials, equipment, knowledge, and expertise to complete tasks under this contract. The scope includes:

• Development, manufacturing, integration, survey, installation, repair, and recovery of ocean infrastructure (e.g., cables, buoys, moorings, subsea electronics, shore facilities).
• Test and evaluation of existing ocean infrastructure and components.
• Operation, leasing, repair, and maintenance of ocean infrastructure, equipment, platforms, and components, including vessels, AUVs, and ROVs.
• Work will be performed in diverse environments (arctic to tropic) and water depths.
• Provision of vessels, vessel services, logistics, facility support, environmental services, and necessary equipment.
• Engineering services across various disciplines (mechanical, electrical, naval architecture, software, etc.).
• Support for obtaining environmental and construction permits and compliance standards.
• Project management, system engineering, and contract oversight.

Specific performance requirements will be detailed in individual task orders. General performance objectives include meeting project schedules, adhering to OSHA and EM-385 standards, managing multiple task orders effectively, demonstrating technical competence, and meeting all task order performance specifications within budget.

Work locations will be detailed within individual task orders. Services may be performed at contractor facilities, field locations worldwide, or aboard government or contractor-chartered vessels. Collaboration with EXWC personnel at Port Hueneme is also required. Travel to government facilities and at-sea test sites may be necessary.

• Personnel Qualifications: Specific minimum experience and education requirements are outlined for key personnel roles (Senior Program Manager, Project Manager, Senior Engineer, Engineer, Marine Construction Supervisor, Facilities Security Officer).
• Security: Contractors may require access to Controlled Unclassified Information (CUI) up to Top Secret National Security Information (NSI). Personnel may need security clearances and appropriate certifications. U.S. citizenship is generally required.
• Deliverables: Monthly reports (Project Status, Performance and Cost, Internal Management), technical reports, project planning documentation, presentation materials, and other documents as specified in task orders.
• Software: Use of Microsoft Office, ESRI-compatible GIS software, AutoCAD/SolidWorks, and potentially specialized engineering modeling software (Cameo, Orcaflex, AQWA, Makai Plan Pro).
• Quality Control: Contractor must implement Quality Control (QC) measures, and the government will perform Quality Assurance (QA).
• Government Furnished Information/Equipment (GFE/GFI): Contractor assumes custody and responsibility for GFE/GFI as per FAR 52.245-1.
• Packaging and Marking: Shipments must comply with MIL-STD-129 and specific instructions provided in task orders.

• Contractor shall acquire, operate, and maintain shore and offshore facilities.

• Anticipated Period of Performance (POP): 60-month ordering period (5 years) with a 6-month option period.
