Quick Summary
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dickson/Unigage for OceaView and OceaAlert annual software licenses and hardware. This procurement is for the Material Measurement Laboratory's (MML) existing environmental monitoring system at NIST's Gaithersburg, MD campus. Responses to this notice are due June 11, 2026.
Purpose & Background
NIST's MML requires the OceaView Environmental Monitoring System to monitor critical environmental conditions (temperature, relative humidity, CO2 concentration) for thousands of reference materials stored in freezers, refrigerators, and incubators across its Gaithersburg campus. The integrity of these materials depends on maintaining precise environmental control. NIST previously purchased and installed this system in FY25.
Scope of Work
This acquisition covers the purchase of annual software licenses for OceaView and OceaAlert cloud software, along with compatible hardware, to support the continued and expanded use of MML's existing environmental monitoring system.
Sole Source Justification
NIST's determination to pursue a sole source acquisition with Dickson/Unigage is based on their status as the sole provider of the OceaView cloud software licenses, OceaAlert cloud software licenses, and OceaView cloud-compatible environmental monitoring hardware. Acquiring software or hardware from any other source would not be compatible with the existing, installed system, representing a significant loss of prior government investment.
