Solicitation / RFP / RFQ

This is a Notice of Intent to Award a Sole Source Contract (Reference#: N0024426QS035). The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm-fixed-price contract to OCLC, Inc. for proprietary software licenses, hosting, and support services. This action is being considered under FAR 13.106-1(b)(1)(i) because only one source is available to meet the Government's needs.

The Dudley Knox Library requires continued access to integrated services for cataloging, discovery, proxy server, and interlibrary loan (ILL) functions. These services are critical for supporting the research and educational needs of the Naval Postgraduate School (NPS) faculty, staff, and students. Specific items include:

• Cataloging and Metadata Subscription
• Wordshare ILL
• First Search
• ILLiad License
• ILLiad Hosted Server
• EZProxy Hosted
• EZProxy Analytics

The proposed action is a firm-fixed-price purchase order.

This notice is NOT a request for competitive proposals, and no solicitation document exists. Interested sources must submit a capability statement demonstrating their technical capabilities and cost information. The capability statement should not exceed 6 pages (8.5 x 11 inches) with a minimum 10-point font size. Capability statements are due by 5:00 PM Local Time on March 18, 2026, and must be submitted via email ONLY to Kyle.westover@navy.mil as a Microsoft Word or Adobe PDF document.

This is intended as a sole source award to OCLC, Inc. Information received will be used to determine if a competitive procurement is warranted or if the sole source award will proceed. Responses that only ask questions will not be considered affirmative responses.
