This is a Commercial Solutions Opening (CSO) issued under DFARS 212.70 by the Defense Commissary Agency (DeCA). DeCA seeks innovative commercial technologies, products, and services to modernize business operations and enhance the delivery of the military non-pay benefit at significant patron savings. The CSO aims to streamline acquisition for rapid decisions and timely delivery of critical solutions.

DeCA is looking for solutions that can:

• Improve the commissary benefit.
• Decrease costs without diminishing the benefit.
• Improve processes with a high risk of fraud, waste, or abuse.
• Reduce waste and decrease process variation.

Potential awards may include commercially available technologies, products or services fueled by commercial or strategic investment, concept demonstrations, pilots, and agile development activities.

Contracts awarded under this CSO will be structured as fixed-price contracts. Awards may be made through fiscal year 2028, with the possibility of extension.

The CSO process may involve a multi-phased approach:

• Phase 1: Submission of a written solution brief (max 10 pages or 20 slides).
• Phase 2: Presentation (if applicable).
• Phase 3: Request for Commercial Solution Proposal (CSP).

The Government may forgo phases and may engage in discussions. Solution briefs will be evaluated on responsiveness, technical merit, and affordability. CSPs will be evaluated on technical approach merit/risk, performance schedule realism, and price fairness/reasonableness.

• Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award.
• Companies must register in the PIEE Wide Area Work Flow (WAWF) application.
• Companies must be determined responsible and not suspended or debarred.

• The Government reserves the right to amend the CSO, add Areas of Interest (AoIs) at any time, and extend the CSO.
