Quick Summary
The Defense Commissary Agency (DeCA) has issued a Commercial Solutions Opening (CSO) under DFARS 212.70 to identify innovative commercial technologies, products, and services. This initiative aims to modernize DeCA's OCONUS business operations, enhance the military pay benefit, and achieve significant patron savings. The CSO employs a streamlined acquisition process for rapid decisions and awards fixed-price contracts. DeCA is currently seeking solutions for two specific Areas of Interest (AoIs): Temporary Generator Controls (due April 28, 2026) and an Industrial Meat Forming Machine (due April 30, 2026), both for facilities in Germany.
Scope of Opportunity
DeCA seeks solutions that can:
- Improve the commissary benefit.
- Decrease costs without diminishing the benefit.
- Improve processes with a high risk of fraud, waste, or abuse.
- Reduce waste and decrease process variation.
Current specific AoIs include:
- AoI 5.4: Temporary Generator Controls for the Central Distribution Center on Ramstein Air Base, Germany. This requires installing controls for two existing Cummins generators, providing local and supervisory control, and interfacing with circuit breakers, with 24/7 support.
- AoI 5.5: Industrial Multi-Purpose Meat Forming Machine for the Central Meat Processing Plant (CMPP) on Ramstein Air Base, Germany. The machine must be CE certified and capable of producing specific ground beef loaves and patties, integrating with an existing wrapping machine.
Contract & Timeline
- Type: Commercial Solutions Opening (CSO) leading to fixed-price contracts.
- Duration: Contracts may extend through Fiscal Year 2028. Multiple awards are possible.
- Eligibility: For the current AoIs, proposals are open to European Union registered firms. General CSO eligibility requires a Unique Entity ID (UEI), SAM.gov registration, and PIEE Wide Area Work Flow (WAWF) registration prior to award.
- Key Deadlines:
- AoI 5.4 (Generator Controls): Commercial Solution Proposals due Tuesday, April 28, 2026, at 12:00 PM Central European Time (CET).
- AoI 5.5 (Meat Forming Machine): Written Solution Briefs due Thursday, April 30, 2026, at 12:00 PM Central European Time (CET).
- Overall CSO Closing: December 31, 2026.
- Place of Performance: Kaiserslautern, Germany (Ramstein Air Base).
Submission & Evaluation
The solicitation process may involve a multi-phased approach: Phase 1 (Solution Brief), Phase 2 (Presentation), and Phase 3 (Commercial Solution Proposal), though the government may forgo phases. Submissions will be evaluated based on responsiveness to the AoI, technical merit, and affordability.
Additional Notes
The government reserves the right to amend the CSO, add new Areas of Interest, and extend the overall closing date. No specific funds are reserved for awards, and proposal development costs will not be reimbursed. Companies are encouraged to frequently check SAM.gov for updates. Primary contact is David Bremer (david.bremer@deca.mil).
