DeCA is seeking innovative commercial technologies, products, and services to modernize business operations and enhance its ability to deliver the military non-pay benefit at significant patron savings. The CSO aims for a streamlined acquisition process with rapid decisions to expedite the award and delivery of critical solutions.

DeCA is looking for solutions that can:

• Improve the commissary benefit.
• Decrease costs without diminishing the benefit.
• Improve processes with a high risk of fraud, waste, or abuse.
• Reduce waste and decrease process variation.

The CSO may result in awards for commercially available technologies, products, or services, including those fueled by commercial or strategic investment, concept demonstrations, pilots, and agile development activities. Awards will be structured as fixed-price contracts.

• Contracts awarded under this authority may extend through fiscal year 2028.

The solicitation process may involve a multi-phased approach:
