Submission & Evaluation (General CSO)

The CSO process may involve a multi-phased approach: Phase 1 (written solution brief), Phase 2 (oral presentation), and Phase 3 (Commercial Solution Proposal). However, the Government reserves the right to forgo phases and engage in direct discussions. Solution briefs are evaluated on responsiveness, technical merit, and affordability, while proposals are assessed on technical approach, performance schedule, and price.

Specific Areas of Interest (AoIs)

DeCA has identified several AoIs, including "Grow Sales," "Develop Leaders-Build the Bench," "Drive Accountability," "Lower Costs," and "Modernize Business." The most recently posted AoI, "AoI 5.1 - Fresh Pork in Europe," requires a consistent, reliable supply of high-quality fresh pork products for the Central Meat Processing Plant (CMPP) at Ramstein Air Base, Germany. Solutions must ensure continuous, safe, and high-quality supply, comply with EU food safety regulations (EC No. 852/2004, 853/2004), and demonstrate end-to-end product traceability. Offerors must be listed on the Public Health Command–Europe (PHC-E) Worldwide Directory of Sanitary Approved Food Establishments. For this specific AoI, Phase 1 and 2 have been waived, requiring a full Solutions Proposal.

Eligibility

Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award, and registered in the PIEE Wide Area Work Flow (WAWF) application. They must also be determined responsible and not suspended or debarred. For the "Fresh Pork in Europe" AoI, offerors must be listed on the PHC-E Worldwide Directory. Other AoIs may specify "European Union registered firms."
