This is a combined synopsis/solicitation for commercial items, issued as a Request for Quote (RFQ) under solicitation number W912DQ26QA011. The government is procuring one (1) new Office Trailer (or Conex Style Office) to include delivery, offloading, and installation at the Rathbun Lake Information Center in Centerville, Iowa. This announcement serves as the sole solicitation; a separate written solicitation will not be issued.

• One (1) new Office Trailer with the following specifications:

  • Dimensions: 8 feet x 24 feet
  • Plumbing: None
  • Electrical: 100-amp service disconnect, 100-amp Breaker Box, electrical outlets, exterior security light
  • Access: ADA compliant stairs
  • HVAC, Lighting, & Ventilation: Required for all areas
  • Safety: Smoke alarms in individual rooms
  • Climate Control: Heat and Air Conditioning
  • Flooring: Vinyl, tile, or laminate
  • Windows: Must open with screens
  • Warranty: At least one year covering the entire office building and all components.

• Delivery, Offloading, and Installation at 20112 Hwy J5T, Centerville, IA 52544.

• On-site setup, leveling blocks, tie downs, vinyl skirting, and labor.

• Contractor must abide by all applicable UFC codes.

• Contractor must provide installation without a concrete slab.

• Contractor must ensure the building has windows that open with screens.

• Contractor must provide a one-year warranty.

• Pricing Arrangement: Firm Fixed Price

• Delivery Schedule: 30 Calendar Days from Date of Award.

• Quotes are due by the date and time specified on page 1 (BOX 8).

• Quotes must be submitted in PDF via e-mail to cade.s.zelinsky@usace.army.mil.

• Quotes must be valid for at least 60 days from the quote due date.

• Evaluation will be based on technical capability (quality of supporting documents for technical, installation, and compliance requirements) and price. Technical capabilities are considered more important than price.

• Technical submission for evaluation must include: Product Drawings and/or Schematics, Technical Specifications and/or Manufacturer Data Sheets, Clear Product Pictures or Images, and any other applicable information.

• This acquisition is set aside for small businesses.

• North American Industry Classification System (NAICS) code: 332311 - Prefabricated Metal Building and Component Manufacturing.

• Size Standard: 750

• Product/Service Code (PSC): 5410 - Prefabricated and Portable Buildings.

• Prospective awardees must be registered and active in SAM.gov.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) defines the effort required for the purchase, delivery, offloading, and installation of one new office trailer at the Rathbun Lake Information Center in Centerville, IA.

• Purchase of one (1) new office trailer (Office Trailer or Conex Style Office).

• Delivery, offloading, and installation at 20112 Hwy J5T, Centerville, IA. 52544.

• The trailer must be 8 feet x 24 feet.

• Plumbing: None required.

• Electrical: 100-amp service disconnect, 100-amp Breaker Box, electrical outlets, and exterior security light.

• Access: Steps to access the unit are required and must be ADA compliant.

• HVAC, Lighting, & Ventilation: Required for all areas.

• Safety: Smoke alarms must be installed in individual rooms.

• Climate Control: Heat and Air Conditioning required.

• Installation includes: On-Site Setup, leveling blocks, tie downs, vinyl skirting, and labor.

• The trailer must be equipped with heat, air conditioning, and windows for proper climate control and ventilation, interior and exterior lighting.

• Contractors are responsible for setting up and properly anchoring the trailer to the ground.

• Provisions for installation without a concrete slab are required.

• Vinyl skirting must be provided.

• The building must have vinyl, tile, or laminate flooring.

• Windows must open and have screens.

• A minimum one-year warranty covering the office building and all components is required.

• The trailer must be fully operational in accordance with Original Equipment Manufacturer (OEM) specifications and this SOW.

• Contractor must comply with all applicable federal, state, and local laws, regulations, instructions, and requirements regarding environmental protection and occupational safety and health.

• Contractor must maintain clean and neat work areas according to industry standards, OSHA, fire and safety standards.

• Contractor must notify the COR or Government POC within one (1) business day of any injuries to contractor personnel or damage to government property.

• Delivery, Offloading and Installation to begin five (5) business days prior to installation beginning.

• Work hours are Monday through Friday, 0700 - 1600, excluding Federal Holidays and closures due to inclement weather. Approval is required for work outside these hours.

• Installation location: Rathbun Lake Information Center, 20112 Hwy J5T, Centerville, IA. 52544.

• The contractor shall provide all labor, tools, equipment, and materials.

• The government will provide power to the area within 25 feet of the Office Trailer.

• Contractor must abide by all applicable UFC codes.
