Justification and Approval (J&A)

This document provides the justification for awarding an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) on an other than full and open competition basis. The contract will support long-standing, recurring requirements for propulsion systems, steering gear, engines, and associated parts, service, and supply for various Military Sealift Command (MSC) class vessels.

• Maintenance, repair, and supply of Original Equipment Manufacturer (OEM) systems and parts.

• Support for specific systems including Controllable Pitch Propellers (CPP), Oil distribution Boxes, Hydraulic Oil Power Modules (HOPM), Hydraulic Power Packs, Bow thrusters, Gear Boxes, Steering Gear systems, Tandem Gearwheel Pump, Shaft Bearing, Valves, Controls Systems, and Control Cabinets.

• Specific systems supported include those for T-AKE, T-AO, T-AKR, T-ESB, and T-ESD class vessels.

• Services include routine, periodic, and annual service, equipment grooms, corrective maintenance, shop work, SMART Inspections, service equipment casualties, new and overhauled parts supply, training, upgrade, and sustainment.

• KMI will be sole-sourced for certain systems (T-AKR Class 300 and T-AKE Class Tunnel Thruster, T-ESB and T-ESD Class Azimuth Thruster, T-AKE, T-AKR, T-ESB, and T-ESD Class Steering Gear).

• Both BJPC and KMI have equal rights for the T-AO 205 Class CPP system, allowing for fair opportunity at the task order level.

• The justification cites 10 U.S.C. § 3204(a)(1) as the statutory authority for other than full and open competition, due to only one or limited responsible sources and no other supplies or services satisfying agency requirements.
