This amendment serves to answer vendor-submitted questions regarding Solicitation 36C24626Q0496.

• Question 1: Addressed the process for obtaining an MOU/ISA, directing vendors to the Office of Information and Technology's website for instructions.
• Question 2: Clarified that this is a new requirement for the Asheville VAMC, with current services provided by staff radiologists and the VA National Teleradiology Program.
• Question 3: The solicitation has been amended to remove the option for Board-Eligible Radiologists. Only Board Certified Radiologists will be accepted for this requirement.

All other terms and conditions of the original solicitation remain unchanged. No changes to proposal deadlines or submission requirements are indicated beyond the clarification of the radiologist certification requirement.

This solicitation is for off-site Tele-Radiology Services to be provided to beneficiaries of the Department of Veterans Affairs (VA) and the Asheville VA Medical Center. The services are to be performed remotely.

• Board Certified or Board Eligible Radiology Physician Services.

• Services must meet or exceed American College of Radiology (ACR) Guidelines, Practice Parameters, and Technical Standards.

• Services must be consistent with The Joint Commission (TJC) standards.

• Contractor must provide an existing National IT Memorandum of Understanding (MOU).

• Interpretation of various radiology exams including, but not limited to, Plain Films, CT Exams, MR Exams, Ultrasound Exams, PET/CT, etc.

• Timely communication of diagnostic imaging results.

• Adherence to VA and ACR guidelines for reporting and communication of critical results.

• Contractor must provide qualified personnel, including Board Certified physicians.

• Physicians must hold current, full, and unrestricted licenses in the states where services are performed.

• Physicians must be credentialed and privileged according to VHA Directives.

• Contractor must have a contingency plan for key personnel.

• Contractor must provide training (VA Cyber Security, Privacy, HIPAA, etc.) and maintain certifications.

• Compliance with all applicable laws, regulations, and policies, including HIPAA and VA Directives.
