Sources Sought Notice

This notice is a Request for Information (RFI) to identify qualified sources for the DPCAP Procurement Data Strategy (PDS) and Verification/Validation (V and V) Recompete Contract. The government is seeking capability statements to understand market capabilities for administrative management and general management consulting services.

The effort aims to provide strategic, operational, and technical support to DPCAP, including defining capabilities, data standards, business processes, conducting research, developing business cases, and supporting implementation efforts. Specific areas mentioned include:

• DPCAP's role and functional/data requirements for systems and initiatives.

• Government Furnished Property (GFP) / Contractor Acquired Property (CAP) process improvement.

• Intergovernmental Transactions (IGTs) process improvement.

• Procure-to-Pay Process Improvement.

• Intelligence Automation Requirements & Prototypes.

• The current contract is held by International Business Machines (IBM) Corporation.

• Place of performance is the National Capital Region (government on-site) and contractor-operated workspace (off-site).

• Interested firms must submit a capability statement addressing technical capabilities, staffing ability, and experience within the past 7 years.

• Responses should focus on specific experience related to the exemplar tasks from the Draft PWS, not marketing materials.

• The response deadline is January 30, 2026, at 12:00 pm (Eastern Standard Time).

• Submissions are electronic and must follow a specific format.

• All interested concerns are encouraged to respond.

• Small businesses (8(a), HUBZone, SDVOSB, WOSB) are specifically encouraged.

• The government will determine if the procurement will be a small business set-aside or unrestricted competition based on responses.

• This is for information and planning purposes only and is not a solicitation.

• The government will not reimburse respondents for costs incurred.

• Proprietary, classified, or sensitive information should not be included.

• A Draft PWS is attached for specific task details.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide strategic, operational, and technical support to the Department of War (DoW) Procurement Data Strategy and Verification/Validation (V&V) efforts. This includes defining required capabilities, data standards, and business processes, supporting capability pilots, developing business cases, and maintaining DoW scorecards.

• Support DPCAP's role in functional and data requirements for enterprise procurement solutions, OSD-led efforts, and the Integrated Award Environment (IAE).

• Organize, attend, and facilitate functional requirements meetings.

• Draft implementation and policy-related instructions and memos.

• Support the DPCAP-led set of procurement data standards and DoD's Procurement Data Strategy.

• Identify DoW enterprise functional and data requirements, standards, business rules, processes, and reengineering needs.

• Work with Components to mature requirements and implement them in enterprise systems (including ERPs).

• Draft updates and maintain the annual Validation and Verification plan for DoW's procurement data.

• Support compliance with FFATA and DATA Acts.

• Provide support for the Business Enterprise Architecture (BEA) process.

• Provide specific implementation support for System for Award Management (SAM), SAM.gov, Joint Appointment Module (JAM), and Surveillance and Performance Monitoring (SPM) modules.

• Develop content for DPCAP training aids and updates to the DoD Procurement Toolbox and Warfighting Acquisition University (DAU.edu) courseware.

• Document procedures for user and office management in FPDS and SAM.gov.

• Improve Government Furnished Property (GFP) / Contractor Acquired Property (CAP) processes.

• Improve Intergovernmental Transactions (IGTs) processes.

• Improve Procure-to-Pay (P2P) processes.

• Identify candidates for prototyping intelligence automation efforts (robotics, AI).

• Conduct program and project management, including developing business cases and scorecards.

• Develop and maintain Department implementation scorecards for the procurement data standard.

• Coordinate and communicate efforts with OSD offices and Components.

• Provide general meeting support.

• Manage transition plans.

• Optional Task: Provide surge support for emerging initiatives related to procurement capabilities.

• Work products must contain required and accurate information and be delivered on time at least 95% of the time.

• Quality must meet or exceed specified parameters in more than 95% of products/tasks.

• 99% of interactions must meet acceptable levels of professionalism.

• Work to be performed at DPCAP/CeB, 5611 Columbia Pike, Falls Church, VA, and various contractor/subcontractor/government facilities within the continental United States.

• Normal workdays are Monday through Friday, 0800-1700, excluding US Federal Holidays.

• Support may be on-site, off-site, or hybrid. Personnel may need to attend meetings in the Washington, DC metro area.

• Travel to government or contractor facilities in the Washington, DC metro area is required. Minimal travel outside the DC metro area for meetings/training is anticipated (approx. 6 3-day trips/year for one person).

• Access to classified material is not required at this time.

• Contractor personnel require a favorable National Agency Check (NAC).

• On-site employees require a Common Access Card (CAC) and building badge.

• Contractor must develop a Task Order Quality Control Plan (QCP).

• The contract is a firm-fixed-price (FFP) type.
