The requirement is to provide accounting oversight of Public Law 85-804 funds as part of a funding relief package for the Stage 1 Offshore Patrol Cutter (OPC) contractor, Eastern Shipbuilding Group (ESG) (“the contractor”), as well as auditing services to monitor all aspects of the contractor’s financial system. Audit services are necessary to ensure the accurate expensing of funds used to support the relief efforts authorized under Public Law 85-804 for the USCG’s OPC acquisition program. Artifacts developed by the auditing services are reviewed by the USCG Program Office; USCG Senior Leadership; the Department of Homeland Security Office of the Chief Financial Officer (DHS OCFO); the Committee on Commerce, Science, and Transportation of the Senate; and the Committee on Transportation and Infrastructure of the House of Representatives as required by Section 1157 of Title 14, U.S. Code, “Extraordinary Relief".
