This document is a combined synopsis/solicitation for commercial items, specifically for Heavy Tailwheel Training. The 137th SOW at Will Rogers Air National Guard (WRANGB) intends to award a Blanket Purchase Agreement (BPA) for this training. This announcement serves as the sole solicitation; no additional written solicitation will be issued.

This solicitation seeks proposals for Offsite Heavy Tailwheel Training. The training is intended to meet FAA regulatory standards and commercially acceptable terms.

• Offsite Heavy Tailwheel Training as described in the Performance Work Statement.

• Training is for members located at Will Rogers Air National Guard Base.

• The training must meet FAA regulatory standards.

• Contract Type: Firm Fixed Price.

• Period of Performance: June 1, 2026, to December 31, 2028.

• Offer Due Date: May 21, 2026, at 10:00 AM local time.

• Evaluation Factors: Technical acceptability and Past Performance are of equal importance, and both are equally important when combined with Price.

• Technical acceptability will be determined based on the requirements in the Performance Work Statement.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive tailwheel flight training services, leading to proficiency and type rating exemption for the AT-802 aircraft, for the Oklahoma Air National Guard (OKANG).

• Provide all ground and flight instruction necessary for students to safely and proficiently operate tailwheel aircraft.

• Culminate in the issuance of a logbook endorsement for tailwheel aircraft operation or demonstrated proficiency.

• Includes providing certificated flight instructors, training materials, and facilities.

• Contractor is responsible for AT-802 aircraft provision (2-seat), maintenance, fueling, and storage.

• Capacity: Minimum of 2 students simultaneously, 4 students per month, 40 students per year. Training available year-round.

• Ground Instruction: Minimum of 5 hours covering AT-802 specific concepts, aerodynamics, handling, takeoff/landing techniques, emergency procedures, and relevant FAA regulations (FAR Part 61.31(k)).

• Flight Instruction: Minimum of 20 hours in an AT-802 aircraft, covering pre-flight, engine procedures, takeoffs/landings (normal, crosswind, soft/short-field), go-arounds, emergencies, and flight rudder coordination.

• Instructor Qualifications: Minimum of 500 hours dual instruction given in turbine tailwheel aircraft.

• Training Completion Certificate for each student.

• Training Write Ups: Student progression documentation and grading on USAF forms for each sortie, with a final performance summary.

• Logbook Endorsement: Issue required AT-802 type exemption endorsement upon successful completion.

• Training Records: Maintain records in accordance with USAF standards and make available to the 17th Special Operations Squadron upon request.

Blanket Purchase Agreement (BPA) from date of award until December 31, 2028.
