Statement of Work (SOW) / Performance Work Statement (PWS)

The Ottawa National Wildlife Refuge (NWR) requires the procurement and delivery of water control structure components and related materials to the Smith Family tract of the Ottawa NWR Complex. The goal is to enhance management capabilities and wetland connectivity to the Portage River by replacing existing structures and installing new ones, along with replacing failed culverts.

• Procure and deliver pre-cast concrete boxes, stop log U channels, grating, aluminum stop logs, double-walled HDPE plastic pipe, and associated materials.

• Contractor is responsible for all personnel, equipment, supplies, facilities, transportation, tools, and non-personal services necessary for procurement and delivery.

• The government will provide pre-bid site visit, delivery location coordinates, route maps, evaluation of product substitutions, and pre-delivery site visits.

• Construction, installation, or construction management services are NOT included; these will be performed by refuge personnel.

• Contractor must develop and maintain an effective quality control program.

• Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Deliverables must meet specified standards with minimal error rates (e.g., "Zero deviation from standard" for some thresholds).

• Materials must be delivered without damage to refuge infrastructure.

• Period of Performance: From contract award date until March 1, 2026.

• Place of Performance: Delivery to the Smith Family tract of Ottawa NWR.
