• Interested businesses are encouraged to submit quotations on Standard Form (SF) 1449.

• Evaluation Factors: Ability to meet technical specifications, lead time for delivery after receipt of order, and price.

• Conformance to the Scope of Work is considered more favorable than price.

• The Government reserves the right to award to other than the lowest priced offer based on best value tradeoffs.

• Offers must be held firm for 60 calendar days from the date specified for receipt of offers.

• This acquisition is a 100% Total Small Business set aside.

• A pre-offer site visit is scheduled for April 20, 2026, at 12:00 PM at 7165 W Portage River South Road, Oak Harbor, OH 43449.

• The solicitation incorporates FAR clauses by reference, including 52.212-1, 52.212-3, and 52.212-4.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the procurement and delivery of water control structure and pump components for the Ottawa National Wildlife Refuge Complex. The goal is to enhance wetland units and improve drainage on the Smith Family tract.

• Procure and deliver specified materials including pre-cast concrete boxes, double-walled HDPE plastic pipe, grating, aluminum stop logs, pumps, control panels, and associated materials.

• No construction, installation, or construction management services are included; these tasks will be performed by refuge personnel.

• Contractor must develop and maintain an effective quality control program.

• Government will evaluate performance based on a Quality Assurance Surveillance Plan.

• Deliveries must occur between 7:00 AM and 4:00 PM Eastern, unless otherwise arranged.

• Deliveries will not occur during federal holidays.

• Materials must be non-corrosive (concrete, plastic, aluminum, or stainless steel; galvanized materials are not acceptable).

• No damage to refuge infrastructure during delivery.

• Period of Performance: Contract award date until July 15, 2026.

• Place of Performance: Smith Family tract of Ottawa NWR, 7159 W Portage River South Rd, Oak Harbor, OH 43449.

• A pre-offer site visit is scheduled for April 20, 2026, at 12:00 PM at the delivery location (required for bidders).

• Contractor shall provide a contract manager responsible for performance.

• Contractor shall submit shop drawings for approval by the COR.

• Contractor shall provide product availability updates, lead times, and recommendations for alternative materials if needed.

• Delivery of materials requires a crane of sufficient capacity for unloading.

• Contractor must coordinate delivery schedules with the COR, allowing at least 10 business days' notice.

• Multiple delivery dates may be required.

• Repair of any damage to refuge infrastructure during delivery is the contractor's responsibility.
