This solicitation is for "Ohio National Guard BLC DSCC Meals" to be provided from May 26, 2026, to June 17, 2026. The acquisition is a 100% Total Small Business set-aside.

• Quotes must be submitted via email to the Contract Officer.

• Questions regarding the solicitation must be submitted in writing via email.

• Evaluation will be based on Past Performance (Highest Rating) and Price.

• The Government will award to the responsible offeror whose quote is most advantageous.

• This acquisition is a 100% Total Small Business set-aside.

• Offerors must be registered in the System for Award Management (SAM) database.

• Offerors must not appear on the Excluded Parties List System (EPLS).

• All information and amendments will be posted on www.SAM.gov.

• The Service Contract Act is applicable, and Wage Determination No. 2015-4729, Revision 31, dated December 3, 2025, is included.

Performance Work Statement (PWS)

To provide catered meal services for soldiers in the Ohio Army National Guard at the 147th RTI RGT BLC, Regional Training Institute BLDG 1 DSCC, Columbus Ohio.

• Provide all personnel, equipment, tools, materials, supervision, and quality control for catered meal services.

• Services include breakfast (Hot Buffet-Style), lunch (Boxed Cold Lunch), and dinner (Hot Buffet-Style).

• Specific meal components are detailed for each meal type, adhering to Army Recipe Card TM 10-412 standards.

• Contractor shall provide a cyclic menu of at least 15 days.

• Accommodations for dietary restrictions are required.

• Services may include delivery, set-up, serving, and clean-up.

• Meals must be well-rounded, healthy, and adhere to serving sizes consistent with Army Recipe Card TM 10-412.

• Food preparation, transportation, service, and safety must comply with Army Regulation 30-22 and DA PAM 30-22.

• Delivery vehicles must be inspected for sanitation and maintain appropriate temperatures.

• Meals not meeting minimum standards must be replaced within two hours at no cost to the Government.

• Performance will be evaluated against the Quality Assurance Surveillance Plan (QASP).

• Period of Performance: May 26, 2026, to June 17, 2026.

• Place of Performance: Regional Training Institute BLDG 1 DSCC, 3990 East Broad St., Columbus Ohio 43213.

• Contractor shall develop and maintain an effective Quality Control Plan (QCP).

• Contractor employees must comply with installation access and security requirements, including Awareness Training (AT) Level 1 and iWATCH Training.

• Contractor shall designate a Contract Manager (CM) with full authority.

• Contractor must comply with Combating Trafficking in Persons policy.

• Government has unlimited rights to all documents/materials produced under this contract.

• Contractor must notify the Contracting Officer (KO) of any Organizational Conflicts of Interest (OCI).
