Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for cleaning, pumping, and disposal of sludge, mud, backwash, and wastewater for the U.S. Border Patrol – San Diego Sector.

• Services include collecting and disposing of waste materials from fuel islands, garage sumps, mud trenches, water treatment plants, and carwash oil water separators/clarifiers at nine (9) U.S. Border Patrol locations.

• Additional services may be required within 24 hours' notice for unforeseen weather conditions.

• The Government may add additional sites in the future.

• Contractors must provide all labor, supervision, tools, materials, equipment, transportation, licenses, and permits for hazardous materials collection and disposal.

• Contractors must comply with all applicable Federal, State, and local regulations for moving, handling, and transporting waste materials.

• Drivers/operators must be able to operate waste disposal and vacuum trucks.

• Contractors must pump out and dispose of water treatment plant backwash water to the City of San Diego for monitoring.

• Services include profiling, manifesting, transportation, and site acceptance.

• Contractors shall vacuum and pump out clarifiers/separators and floor sumps.

• Contractors shall remove sludge and debris from trenches, sumps, and clarifier pits.

• Contractors shall remove backwash water from water treatment plants.

• Contractors shall rinse down clarifiers/separators and floor sumps.

• Contractors shall visually inspect clarifiers for needed repairs.

• Waste must be transported to a permitted facility for treatment and disposal.

• Estimated Period of Performance: Base Year (August 07, 2026 – August 06, 2027) with four (4) option years extending through August 06, 2031.

• Services will be performed at various U.S. Border Patrol locations within the San Diego Sector, detailed in Section 6.3 of the SOW.

• Services will occur between 7:00 am – 2:00 pm, Monday – Friday, unless additional services are required with 24-hour notice.

• Contract Type: Firm Fixed Price is contemplated.

• Pricing shall be inclusive of all requirements.

• Invoicing will be accomplished via the Invoice Processing Platform (IPP).

• No specific security classification level requirements.

• Contractors must employ only U.S. Citizens or individuals clear to work in the United States.

• Commercial standards should be used where practicable.

• Contractors must comply with all required Federal, State, and local laws, licenses, and regulations.

• Contractors must adhere to FAR Part 24 regarding privacy and freedom of information.

• Environmental Management: Use of environmentally preferable products and services is required, aligning with DHS "Green Procurement Program" (GPP) policy.

• Government-Furnished Equipment/Information: None anticipated.

• Changes to the SOW/contract require written approval from the Contracting Officer/Contracting Specialist (CO/CS).

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, specifically Oil/Water Separator Pumping and Backwash Water and Wastewater Services. The U.S. Customs & Border Protection (CBP) is seeking these services to support cleaning, pumping, and disposal of sludge, mud, backwash, and wastewater.

• Services include cleaning, pumping, and disposal of sludge, mud, backwash, and wastewater from various locations such as fuel islands, garage sumps, mud trenches, water treatment plants, and carwash oil water separators/clarifiers.

• Services must meet or exceed the specifications in the attached Statement of Work (SOW).

• Detailed specifications must be submitted with the quote for technical review.

• Contractors must possess the required permit to pump out and properly dispose of water treatment plant backwash water to the City of San Diego.

• The contract will be firm-fixed-price.

• The period of performance includes a base year and four (4) 12-month option periods.

• The overall period of performance is from 08/07/2026 through 08/06/2031.

• Quotes are requested, and a separate written solicitation will not be issued.

• A firm-fixed-price quote for all 5 years is required, including Attachment 2, Quotation Pricing Spreadsheet.

• Evaluation will consider Price and Technical Approach.

• This acquisition is set-aside for small business concerns.
