Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines requirements for Oily Wastewater (OWW) treatment and recycling services for energy recovery purposes. The services are to be provided in accordance with all applicable federal, national, provincial, and local Japanese regulations.

• Procurement of recurring and non-recurring OWW treatment and recycling services under a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

• Services will be ordered via task orders on an as-needed basis.

• Estimated quantities are subject to change based on operational requirements.

• Performance locations include U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC), Commander, Fleet Activities Yokosuka (CFAY) Port Operations, and individual ships in Yokosuka.

• All work will be performed at CFAY, Yokosuka, Japan.

• Specific scope, location, and quantity will be defined in individual task orders.

• Excluded items include: gasoline, chlorinated solvents, pure ethylene glycol, silicone-based products, and transformer oil contaminated with polychlorinated biphenyl.

• Compliance with all applicable Japanese laws and regulations, DoD, U.S. Navy, USFJ, CNRJ, and CFAY instructions, policies, and standards.

• Specific effluent limits for BOD5, TSS, pH, COD, Nitrogen, Phosphorus, Phenol, Copper, Zinc, Iron, Manganese, Chromium, Total Coliform, Cadmium, Cyanide, Organic Phosphorus Compounds, Lead, Chromium Hexavalent, Arsenic, Total Mercury, Alkyl Mercury Compounds, PCBs, various volatile organic compounds, Selenium, Boron, Fluorine, Ammonia, 1,4-Dioxane, and Dioxins are detailed in Enclosures (2), (3), and (4).

• Perfluorooctanoic acid (PFOA) and Perfluorooctane Sulfonate (PFOS) must be less than 50 ppt combined.

• Treated water must not cause any visible change in color or odor in receiving waters.

• The contract is a five-year IDIQ contract, including one base year and four option years.

• Performance will primarily occur at Commander, Fleet Activities Yokosuka (CFAY), Japan.

• Contractor must possess all required licenses, permits, and authorizations under Japanese law.

• Contractor must comply with the Environmental Protection Plan (EPP) and Environmental Management System (EMS) goals and policies.

• Spill prevention, containment, and cleanup are the Contractor's responsibility.

• Specific requirements for sampling, analysis, and reporting of OWW, sludge, and filters, including PFAS testing, are detailed.

• Safety requirements include compliance with OSHA and Japanese safety standards, use of Personal Protective Equipment (PPE), and proper handling of hazardous materials.

• A Site-Specific Emergency Response Plan must be submitted upon award.

Sources Sought Notice

This Sources Sought Notice (SSN) is issued by the Department of the Navy, Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka for market research purposes. The government is seeking information from capable commercial vendors to identify potential sources for Oily Wastewater (OWW) treatment and recycling services for energy recovery. This notice does not constitute a Request for Proposal (RFP) and does not commit the Government to any contract.

• Comprehensive OWW collection, on-site treatment, and recycling services.

• Services to support ship maintenance and port operations.

• Purification of bilge water, ballast water, and other petroleum-contaminated fluids.

• Compliance with Japan Environmental Governing Standards (JEGS) and other applicable regulations.

• Responsibility for the entire lifecycle of the waste stream, from collection to final disposal and recycling for energy recovery.

• The Government anticipates awarding a Firm-Fixed-Price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract.

• The contract is expected to have a 5-year ordering period.

• Services will be ordered on an as-needed basis via task orders.

• The response deadline is 20 May 2026 at 1600 Japan Standard Time (JST).

• Responses should include company name and SAM.gov Unique Entity ID (UEI).

• Information received will be used for market capability assessment and acquisition strategy formulation.

• This SSN is intended only for sources duly authorized to operate and do business in Japan.

• A Draft Performance Work Statement (PWS) is attached to provide industry with detailed technical, logistical, regulatory, and quality assurance requirements. This PWS is for market research purposes only.

• The Government will not pay for any information or administrative costs incurred in response to this SSN.
