This document is a Request for Quotation (RFQ) for Lead-Free Ammunition to be delivered to FWS Sequoyah NWR. The government is seeking to award a firm-fixed-price order.

• .308, non-lead ammunition (1000 rounds)

• 12 gauge "00" buck, non-lead (250 rounds)

• 22 long rifle, non-lead (1000 rounds)

• .223 (Remington or equal) non-lead ammunition (500 rounds) All ammunition must be in accordance with the attached specifications.

• Contract Type: Firm-fixed-price order.

• Period of Performance: March 19, 2026, to April 18, 2026.

• Delivery Date: April 18, 2026.

• Quotes Due: March 13, 2025, at 8:00 AM Central Daylight Time.

• Submission Method: Email to dana_arnold@fws.gov as a combined/single PDF file.

• Evaluation Factors: The government will evaluate offers based on a comparative assessment of:

  • Ability to meet technical specifications.
  • Lead time after receipt of order (shorter lead times are advantageous).
  • Price (evaluated for completeness and reasonableness).

• Key Forms: SF 1449 (Offeror to complete blocks 30a-30c), SF 30 (for amendments), and completed Provisions.

Specifications

This document outlines the specifications for the purchase of lead-free ammunition required by the U.S. Fish and Wildlife Service, Region 2 Invasive Species Program for use across various wildlife refuges. The requirement is for lead-free ammunition only, or equal products that meet identified "SALIENT CHARACTERISTICS" and are suitable for specific application uses.

• Item 1: .308 non-lead ammunition, 1000 rounds. Salient characteristics include 100% non-lead, 165-grain projectile, muzzle velocity of 2611 fps, .308 caliber, capable of being fired from a Remington 700 rifle. Products must expand or fracture upon impact and will be reviewed by USFWS personnel.

• Item 2: 2 ¼ 12 gauge "00" buck, non-lead ammunition, 250 rounds. Salient characteristics include 100% non-lead, 2 ½ 12 gauge "00" buck shot, capable of being fired from a Remington Model 870. Products must expand or fracture upon impact and will be reviewed by USFWS personnel.

• Item 3: .22 long rifle, non-lead ammunition, 1000 rounds. Salient characteristics include 100% non-lead, .22 long rifle, capable of being fired from a Ruger 10-22. Products must expand or fracture upon impact and will be reviewed by USFWS personnel.

• Item 4: .223 (Remington or equal), non-lead ammunition, 500 rounds. Salient characteristics include 100% non-lead, .223 (Remington or equal), capable of being fired from a Ruger Mini 14 rifle. Products must expand or fracture upon impact and will be reviewed by USFWS personnel.

• Delivery Location: 107993 South 4520 Road, Vian, OK 74962.

• Delivery Timeline: Within 30 days of contract award.

• Delivery Notification: Vendor must notify and confirm a delivery time at least 24 hours prior to delivery.

• Operating Hours: Normal duty hours are Monday-Thursday, 8:00 a.m. - 4:30 p.m. Non-duty hours include nights, weekends, and government holidays.

Products will be inspected by the USFWS Technical Coordinator and/or Refuge staff upon arrival to ensure undamaged condition.
