Statement of Work (SOW)

This Statement of Work (SOW) defines the effort required for the purchase, delivery, installation, performance verification, calibration, and training of one (1) Omnis Metrohm Titrator system.

• Procurement of one (1) Omnis Professional Titrator with specific "Professional" function license, including:

  • Liquid Handling (LQH) - MEAS U/T/pH/Conc
  • Calibration (Cal) - Endpoint titration without conditioning
  • Monotonic equivalence point titration (MET)
  • Dynamic equivalence point titration (DET)
  • Parallel dosing
  • Parallel titration

• Procurement of associated modules and accessories, including:

  • Two (2) OMNIS dosing modules
  • Three (3) OMNIS cylinder units (20mL)
  • One (1) OMNIS Main Module M – WSM
  • One (1) OMNIS Workstation Module (2T/4P)
  • Two (2) measuring modules (digital)
  • Two (2) rod stirrer automations
  • Two (2) stirring propellers (30 mm)
  • Two (2) adapters for PP sample beaker (120 mL)
  • One (1) d-Unitrode
  • One (1) d-Pt Titrode
  • Two (2) titration heads (6xNS14/ 3xNS9)
  • Five (5) OMNIS sample racks (16 x 120 mL)
  • Various cables, plugs, sockets, and dummy panels
  • One (1) Metrohm's Standard Installation service

• Delivery to Tinker Air Force Base, Building 469 (ITAM Warehouse).

• Installation in Building 3001 at Tinker Air Force Base.

• Performance Verification to ensure the titrator meets OEM specifications.

• Commercial calibration and certification to ISO 17025 standards for the titrator and digital force meter.

• Provision of a Calibration Certificate of Traceability meeting ISO 17025 standards.

• Training for at least four (4) operators on-site.

• Delivery, Installation, Performance Verification, Calibration, and Training to be conducted at Tinker Air Force Base, OK.

• Work hours are Monday through Friday, 0600 - 1600, excluding Federal Holidays and base closures.

• Contractor must provide Government Point of Contact (GPOC) with five (5) business days' notice prior to delivery, installation, performance verification, calibration, and training.

• Installation by a Metrohm service engineer is required to initiate the three-year instrument warranty.

• Contractor is responsible for offloading equipment and placement in the designated installation area.

• Government will provide power, water, and compressed air within 25 feet of the installation area.

• Contractor must comply with all applicable environmental, safety, and health regulations, including those related to Hazardous Materials (HAZMAT) and Hazardous Waste.

• Contractor personnel must complete Foreign Object Damage (FOD) and Dropped Object Prevention training.

• Contractor must provide written certification of FOD/DOP training for all employees.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Subpart 12.6 and Subpart 13.5. The Air Force Sustainment Center (AFSC/PZIMB) at Tinker AFB, Oklahoma, intends to award a Sole Source, Firm-Fixed-Price contract for the acquisition of one (1) "Omnis Metrohm Titrator". This announcement constitutes the only solicitation; written solicitations will not be issued. The requirement is for BRINKMANN INSTRUMENTS, INC. DBA, Metrohm USA.

• One (1) "Omnis Metrohm Titrator".

• Vendor must provide adequate documentation verifying the item meets the specifications/requirements detailed in the attached Statement of Work (SOW).

• Vendor must "wet" sign/date, fill in vendor information, and pricing on page 2, and complete the CLIN Unit Pricing on page 3.

• Submit proof of technical evaluation criteria needed to fulfill the requirement.

• Contract Type: Firm-Fixed-Price.

• Pricing Arrangement: Firm Fixed Price.

• Delivery Date: On or before May 18, 2026.

• Quotations are due by February 17, 2026, 12:00 PM, Tinker AFB OK Central Daylight Time (CDT).

• Emailed quotations are preferred.

• Award will be conducted and evaluated under FAR Part 12 (Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures).

• Sole Source requirement to BRINKMANN INSTRUMENTS, INC. DBA, Metrohm USA.

• Responsible vendors must be registered in the System for Award Management (SAM).

• The Government reserves the right to cancel this solicitation.

This document is a Sole Source Justification for the procurement of one (1) Metrohm Omnis Professional Titrator. The 76th Maintenance Support Group (MXSG) requires this equipment for their industrial chemistry laboratory to enhance accuracy, efficiency, and throughput in pH measurements and Plating/Cleaning analysis.
