This Sources Sought Notice (SSN) is for market research and planning purposes to identify entities capable of providing on-site training on how to write Performance Work Statements (PWS) for Federal Government contracts. The Indian Health Service (IHS), specifically the Northern Navajo Medical Center (NNMC) Administration, requires this training for its acquisition support staff to ensure a thorough understanding of PWS development.

• Targeted on-site training focused on "Writing Performance Work Statements" (PWS) for Federal Government contracts.

• Training attendees will gain the ability to articulate the strategic importance of PWS, draft, analyze, and finalize PWS documents, including problem statements, project visions, clear requirements, and the impact of precise PWS language.

• The training will utilize in-house computer labs (23 stations).

• Five separate 3-day sessions are anticipated, scheduled over separate weeks.

• The applicable primary NAICS code is 611430 - Professional and Management Development Training.

• The anticipated period of performance is 12 months from the date of award.

• Responses must be submitted via email by Tuesday, May 5, 2026, no later than 5:00pm EST.

• Responses should be in the form of a capability statement demonstrating capability and experience.

• Generic capability statements are not sufficient and will not be considered.

• This SSN is seeking information to determine the appropriate set-aside, if any.

• Priority will be given to Indian Small Business Economic Enterprises (ISBEE) and Indian Economic Enterprises (IEE).

• Organizations not considered ISBEE or IEE firms should NOT submit a response.

• ISBEEs and IEEs must submit a completed IHS IEE Representation Form.

• Cover Page: Company Name, Designation (ISBEE/IEE), Type of Business, UEI Number, POC, Primary NAICS Code(s), existing federal contracting vehicles, SAM registration status.

• Executive Summary: High-level overview of services and benefits to IHS.

• Technical Areas: Detailed expertise and technical capabilities.

• This notice is for market research only and does not obligate the Government to award a contract.

• Responses will not be returned, and no payment will be made for submitted information.

• The Government reserves the right to use submitted information as deemed necessary.

It serves as a self-certification for offerors to confirm they meet the definition of an "Indian Economic Enterprise" as required by the Buy Indian Act. This form is to be submitted in response to a Sources Sought Notice, Request for Information (RFI), or Solicitation and resultant contract.

• Self-Certification: Offerors must attest whether they meet the definition of an "Indian Economic Enterprise" with "Indian Ownership" under the Buy Indian Act.
• Eligibility Period: The enterprise must meet the definition throughout the offer submission, contract award, and full contract performance period. Notification is required if eligibility is lost.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide specialized training to Northern Navajo Medical Center (NNMC) acquisition support staff on the development and implementation of Performance-based acquisition and contracting techniques, with a specific focus on writing Performance Work Statements (PWS).

• Conduct five separate 3-day, on-site training sessions for NNMC acquisition support staff.

• Each session will accommodate 23 students and utilize in-house computer labs.

• Training will cover articulating the strategic importance of PWS, drafting, analyzing, and finalizing comprehensive PWS documents, developing clear requirements, and understanding the impact of precise PWS language.

• Employ blended training methods including expert instruction, interactive workshops, hands-on demonstrations, and evidence-based case studies.

• Partner with the Contracting Representative Officer (COR) to validate attendance numbers and daily attendance records.

• Issue a certificate and award Continuous Learning Points upon completion.

• Five 3-day training sessions (Tuesday, Wednesday, Thursday) for 23 students each.

• All training materials, including website links, curriculum, and literature, submitted 3-4 weeks prior to each session.

• Physical training materials packaged and delivered 4 weeks in advance of each session.

• Electronic training material links distributed at least 3 weeks prior to each session.

• Period of Performance: Twelve (12) months following contract award.

• Place of Performance: Northern Navajo Medical Center, U.S. Hwy 491 North, Shiprock, NM 87420.

• Contractor is responsible for replacing damaged materials at no additional cost.

• Contractor must report to the COR on the first day for security clearance.

• NNMC will furnish a training room with a minimum of 23 computers for attendee utilization.
