  • Place of Performance: Primarily Fussa-shi, Tokyo, Japan, and other locations within the Indo-Pacific.
  • Data Rights: The Government generally seeks Unlimited Rights for noncommercial technical data and computer software developed with Government funds, and Government Purpose Rights for development with mixed funding. Offerors must clearly explain any restrictions.

Submission & Evaluation

  • Proposal Due Date: Full Proposals are due within 60 months (5 years) of the initial publication date, with the overall BAA closing on August 30, 2027.
  • Submission Method: Electronic via email or DoD SAFE Site.
  • Evaluation Criteria: Proposals will be reviewed based on Technical merit, Relevance, Qualifications, and Cost Realism/Reasonableness. Proposals may be categorized as Selectable or Not Selectable. Award notices are expected approximately 30 days after receipt of a complete proposal.
  • Page Limits: Technical/Management proposals are limited to 20 pages; Statements of Work (SOWs) are limited to 10 pages. Cost/Business proposals have no page limitations.
