Scope of Work

The contractor will apply herbicide (Plateau, imazapic) at a rate of 8 fl. oz. per acre, including Hi Light Colorant and methylated seed oil surfactant. The application must be uniform (within +/- 10% tolerance) and involve no ground disturbance. The contractor is responsible for providing all necessary equipment, labor, supplies, and materials, including equipment calibration, monitoring, and crew management. The project site is remote, approximately 35 miles south of St. George, UT, requiring 4-wheel drive, high-clearance vehicles, and a satellite communication device is recommended.

Contract Details & Period of Performance

This is a Firm Fixed Price contract. The Period of Performance is non-negotiable, running from February 19, 2026, to February 28, 2026. The contract is a 100% Total Small Business Set-Aside under NAICS Code 115310 (Exception 1) with a $34 million size standard.

Submission & Evaluation

Quotes are due by February 13, 2026, at 5:00 PM EST, and questions must be submitted by February 6, 2026, at 5:00 PM EST. All submissions should be emailed to lhariper@blm.gov. Award will be based on the best value to the Government, considering:

  • Technical Approach: Contractor's plan, schedule, and methodologies for herbicide treatment.
  • Past Experience: Assessed as acceptable/unacceptable.
  • Past Performance: Rated (Excellent, Acceptable, No, Unknown Confidence). Bidders need a minimum of 1 year experience in similar applications and must provide at least two references from the past three years.
  • Price: Bids must be on a per-acre basis, including all labor, equipment, and materials, and will be evaluated for reasonableness.

Special Requirements & Notes

Herbicide application is prohibited when wind speeds exceed 6 mph. Required equipment includes a GPS Guidance/Tracking system (Esri or compatible), DGPS for navigation, and a visual display monitor. Contractors must comply with all State and Federal regulations for hazardous materials, ensure daily site cleanup, and immediately stop work and notify BLM if threatened or endangered species are encountered.
