One-year Preventive Maintenance and unlimited repair agreement for a Thermo Fisher Tundra Transmission Electron Microscope and associated software programs

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quote (RFQ) under FAR Part 12. The U.S. FDA, Center for Biologics Evaluation and Research (CBER) requires a one-year service agreement for a Thermo Fisher Scientific Tundra electron microscope (TEM) to support regulatory assessments and scientific independence in characterizing routine and emerging pandemic antigens. This capability is essential for acquiring data to support product review, evaluate sponsor-submitted data, conduct comparative analyses, and respond to public health emergencies.

• One (1) scheduled on-site planned preventive maintenance visit per year, including labor, travel, and OEM factory-certified replacement parts, components, subassemblies, and FEG source.

• Unlimited on-site corrective maintenance/repairs.

• All maintenance and repair activities to be performed by OEM-certified technicians using OEM specifications, manuals, and service bulletins, with OEM parts.

• 24-hour response time for service requests due to equipment failure.

• Preliminary plan of action for repairs within 48 hours of initial contact for unresolved remote issues, followed by a mutually agreeable estimate within 72 hours.

• Unlimited free OEM system software, firmware, and hardware support/updates for reliability and defect correction.

• Unlimited technical support Monday through Friday, 8:00 AM - 5:00 PM Eastern Time.

• Access to the manufacturer's call center for technical assistance.

• Service records and reports to be provided after each preventive maintenance visit.

• Contract Type: Commercial Service - Firm fixed price.

• Period of Performance: One year service contract, anticipated from 06/14/2026 - 06/15/2027.

• Estimated Value: $34 million (Small Business Size Standard).

• Quotes are due by email only to Suzanne Martella at suzanne.martella@fda.hhs.gov on or before June 2, 2026, 09:00 AM Central Time.

• Technical Capability and Past Performance are collectively more important than Price in determining the best value.

• Offerors must provide sufficient technical information to demonstrate their capability.

• Offerors must submit a written Accessibility Conformance Report (ACR) for items not in compliance with Section 508 standards.

• Past performance information must demonstrate recent (within the last 3 years) and relevant experience.

• Include the firm's Unique Entity ID (UEI) number with the quote.

• Solicited as full and open; any sized business under NAICS code 811210 may submit a quote.

• The North American Industry Classification System (NAICS) code is 811210 - Electronic and Precision Equipment Repair and Maintenance.

• The electron microscope was inspected on 4/13/2026 and found to be in good working order.

• Offerors are afforded the opportunity to inspect the existing instruments and site at their own expense.

• Electronic documents must not contain macros. Submissions with macros will be considered non-responsive.
