OneStream Implementation for Financial Management

Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain professional services for the configuration, production deployment, and ongoing operational support of the financial management components of the USCIS OCFO OneStream system. The goal is to operationalize OneStream capabilities to support financial management operations, ensuring compliance with security requirements and federal financial management regulations.

• Implement OneStream solutions for Financial Closeout, Payroll Management, Financial Reconciliation, and reporting for open commitments, obligations, and unliquidated obligations.

• Automate financial closeout and reconciliation processes, including General Ledger (GL) entry management and TIER file submissions.

• Integrate payroll data from external systems (FFMS, NFC) into OneStream.

• Phase out legacy tools and MS Access databases currently used for these operations.

• Integrate data from the USCIS transactional system and data lake, including data validation, transformation, and mapping.

• Provide specialized and tailored knowledge transfer to federal staff for system adoption.

• Contribute to maintaining the system's security posture and valid Authority to Operate (ATO).

• Provide program and project management for the Agile implementation.

• Collaborate with another integrator responsible for Planning, Programming, and Budget Execution (PPBE) functions within the same OneStream instance.

• Support user adoption through training, demonstrations, and user guides.

• Provide Operations and Maintenance (O&M) support for deployed system modules.

• Error (bug) free development products (UAT results in less than 10% of identified incompliance).

• No emergency bug-fix deployments post-release.

• Accurate representation of development activity in Jira and other PM tools.

• Minimize impact of potential break-fix scenarios.

• Adherence to development schedule (95% completion of user stories in planned sprints).

• Timely resolution of production application functionality outages (< 24h).

• Good faith cooperation with other teams (0 incidents of non-cooperation).

• Customer satisfaction (95% satisfaction from OCFO product owners).

• Projected Period of Performance: Base (08/01/2026-07/31/2027), 1st Option (08/01/2027-07/31/2028), 2nd Option (08/01/2028-02/28/2029).

• Principal place of performance is the Contractor's facility or a designated alternate workplace. On-site meetings at Camp Springs, MD, and potential work at the government office are required.

• Contractor must have experience implementing similar functions within other federal agencies and proficiency in federal financial management and accounting.

• Familiarity with Department of Treasury systems, National Finance Center (NFC), DHS financial landscape (FFMS, DHS TIER) is preferred.

• Agile development methodology and USCIS IT system development best practices are to be employed.

• Collaboration with USCIS OIT and other integrators is required.

• Personnel require appropriate security clearances and qualifications (Program Manager, Subject Matter Expert, Technical Lead/Architect).

• Adherence to federal regulatory and policy requirements, including 508 compliance.

• Government-furnished property (GFP) will be provided, including government-issued laptops.

Request for Information (RFI) / Sources Sought

This RFI is issued by U.S. Citizenship and Immigration Services (USCIS) Office of the Chief Financial Officer (OCFO) to conduct market research for professional services related to the OneStream Financial Management system. The goal is to identify vendors capable of configuring, deploying, and maintaining the OneStream platform for specific Financial Management Division functions, excluding Planning, Programming, and Budget Execution.

• Implementation of Financial Closeout, Payroll Management, and Financial Reconciliation.

• Reporting for commitments, obligations, and unliquidated obligations.

• Integration of data from external systems (e.g., FFMS, NFC).

• Maintenance of system security compliance.

• Knowledge transfer to federal staff.

• Program and project management.

• Experience with DHS financial processes is preferred.

• The government is procuring professional services for the OneStream system.

• The effort excludes work related to Planning, Programming, and Budget Execution.

• USCIS plans to compete this requirement as a Performance Work Statement (PWS).

• Highlight experience in large-scale OneStream implementations for federal agencies, demonstrating leadership in implementation efforts and measurable outcomes.

• Discuss ability to provide sufficient staffing with demonstrated OneStream expertise.

• A partnership approach, if applicable, should be detailed.

• The RFI aims to determine the number of small business offerors with expertise in the agency requirement under NAICS 541511, 541512, 541219 on the GSA MAS.

• It also seeks to identify small businesses with expertise in federal financial management and OneStream implementations for federal customers.

• The future solicitation will be sent only to offerors who respond to this RFI and are found capable.

• Respondents are solely responsible for all expenses associated with responding.

• Reimbursement for submitted information will not be provided.

• Any information received may be used by USCIS in preparation of a subsequent RFQ/RFP.

• Proprietary information should not be included in responses.
