Scope of Work
The contractor will provide support across several key areas:
- Program and Financial Management: Full lifecycle management for the HBCU/MI Program, including budgets, grant tracking, financial reporting, and contract initiation.
- Internship Programs Support: Coordination and support for various student internship programs (e.g., Science and Engineering Apprenticeship Program (SEAP), Naval Research Enterprise Internship Program (NREIP), Naval Horizons, Short-Term Internship Programs), faculty fellowships, and the Naval Science Awards Program (NSAP). This includes stipend distribution to interns.
- STEM Outreach and Awareness: Support for communication, coordination, and outreach activities across the DoN, DoD, and public communities, including participation in STEM conferences, career fairs, and events.
- Naval STEM Website Management: Central consolidation and management of Navy and Marine Corps STEM opportunities and information, serving as a clearinghouse for internships, fellowships, scholarships, and events. The objective is to strengthen national security by encouraging STEM careers and participation in DoN-relevant S&T research, while maintaining historical internship participation numbers to measure program impact.
Contract Details
- Type: Solicitation for a Decentralized Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The first Task Order will cover ONR Internships, website, and outreach. Navy labs will issue stipend Task Orders as needed.
- Set-Aside: 8(a) Set-Aside (FAR 19.8). Offers from non-8(a) sources will not be evaluated.
- Anticipated Award Date: On or around January 12, 2027 (for the IDIQ).
