Purpose
This Sources Sought is for a sub-award under a cooperative agreement (2 CFR 200) to establish an OnRamp Hub. The primary objective of the DIU OnRamp Hub program is to create a network of "open front doors" to identify, evaluate, and transition commercial technologies to meet Department of War (DoW) needs, thereby delivering a warfighting advantage.
Scope of Work
The OnRamp Hub will provide standardized services, including:
- Ecosystem Intelligence & Commercial Discovery: Maintaining awareness of the innovation ecosystem to identify and track relevant technologies.
- OnRamp Facilitation & Exchange: Conducting facilitated engagements to generate pipelines, develop insights, and align the ecosystem.
- Mission-Focused Technology Scouting: Identifying and delivering mission-relevant technologies and companies in response to defined DoW needs.
- Defense Readiness & Transition Assessment: Evaluating company alignment with DoW needs, identifying gaps, and defining transition pathways.
- Business Intelligence and Due Diligence (BI/DD): Identifying and flagging potential risks associated with companies and technologies.
- Mission and Resource Alignment: Coordinating mission needs, resources, and commercial capabilities to enable actionable transition pathways.
- Technology Validation (IV&V): Assessing commercial technologies in operationally relevant environments to generate performance data and reduce acquisition risk.
Requirements & Expectations
Respondents must address a comprehensive questionnaire covering business development, industry engagement, technology scouting, communications, delivering capabilities to the warfighter, working with non-traditional defense companies, understanding demand signals, partnerships, cost-sharing capabilities, and program management. Key requirements for Hub operations include:
- Adherence to program-defined playbooks and Standard Operating Procedures (SOPs).
- A minimum of four (4) full-time equivalent (FTE) key personnel.
- A minimum non-federal cost share of ten (10) percent of the total award amount.
- Facilities meeting specific requirements for security, internet, workspace flexibility, and collaboration.
- Support for communications alignment and adherence to DIU brand guidance.
