Scope of Work

This requirement involves the inspection and overhaul of specific linear directional control valves to restore them to a condition equivalent to new. The overhaul process includes:

• Disassembly, inspection, cleaning, and replacement of worn or damaged parts using new Original Equipment Manufacturer (OEM) parts.
• Documentation requirements, including adherence to technical manuals, inspection reports, test reports, and the provision of a new label plate with contractor information.
• Operational testing of overhauled valves, witnessed by a Coast Guard Quality Assurance Representative (QAR), to ensure proper function and absence of leaks.
• Preservation and packaging for a minimum of two years, including draining, drying, placement in a polyurethane bag with desiccant, and individual packaging in a wooden box suitable for shipment.
• Specific marking of boxes with stock number, item name, part number, contract number, and "Coast Guard SFLC Material, Condition 'A'."

Contract Details & Requirements

• Type: Combined Synopsis/Solicitation (Request for Quotation - RFQ).
• Set-Aside: Total Small Business (NAICS 336611).
• Award Type: Firm Fixed-Price, all-or-nothing quote required; multiple awards will not be made.
• Evaluation: Award will be made to the lowest-priced, technically acceptable offeror.
• Parts: Substitute parts or part numbers are not acceptable; the USCG does not own proprietary data rights.
• Delivery: F.O.B. Destination to USCG (SFLC), Receiving Room, Bldg. #88, 2401 Hawkins Point Road, Baltimore, MD 21226, Monday through Friday, 7:00 AM to 1:00 PM. Shipping costs must be included in the repair price.
• Inspection & Acceptance: F.O.B. Destination, contingent on verification of preservation, packaging, marking, and no transit damage.
• Payment: Electronic submission via the Invoice Processing Platform (IPP).
• Warranty: Standard manufacturer's warranty, plus a 90-day guarantee after installation or up to two years after delivery for items not for immediate installation.
• Special Conditions: Contractors must provide a detailed estimate (parts, labor, testing, preservation, packaging, marking) and the replacement cost of a new valve. If a valve is beyond economical repair (BER), the contractor must report it to the Contracting Officer.
