Statement of Work (SOW) / Performance Work Statement (PWS)

This document describes the requirements for the inspection, overhaul, and testing of circuit breakers for the purpose of SFLC stock replenishment. The goal is to restore the circuit breakers to a condition equivalent to that of a new circuit breaker.

• Verify operation of spring charging motors and cutoff switches.

• Fully assemble, calibrate, and test overhauled circuit breakers.

• Overhaul is intended to restore the circuit breaker to a condition equal to that of a new circuit breaker.

• All testing shall be witnessed by a Coast Guard Quality Assurance Representative (QAR).

• Testing shall be performed on contractor-supplied calibrated test equipment.

• Failed circuit breakers must be repaired and re-tested until successful.

• Specific tests include mechanical operation, insulation resistance, pole resistance, overcurrent trips, and dielectric tests as per ANSI/NEMA AB4.

• Overhauled breaker assemblies must be delivered completely assembled and ready for installation.

• Contractor must maintain a documented Quality Control (QC) Program conforming to ANSI/ASQ Q9001-2008.

• Preservation, packaging, and marking must comply with specified standards (MIL-STD-2073-1 E, MIL-STD-129R, etc.).

• Acceptance will be made at destination by a Government representative.

This specification outlines the requirements for the repair of electronic equipment and modules, aiming to return them to a "Ready for Issue" (RFI) condition from a "Non-Ready for Issue" (NRFI) state.
