Scope of Work

The requirement involves comprehensive overhaul services for six centrifugal pump units, including both the pump and motor, for SFLC stock replenishment. Key tasks include:

• Preliminary Disassembly & Inspection: To determine estimated overhaul costs, including material, labor, testing, packing, marking, and preservation.
• Replacement Parts: All replacement parts must be new original OEM parts; reclaimed, recycled, or aftermarket parts are not acceptable.
• Label Plates: Removal and replacement with new plates detailing pump/motor specifications, contractor name, contract number, and overhaul date.
• Mechanical Seal Conversion: Conversion of pumps with packing glands to mechanical seal assemblies.
• Paint Application: Removal of existing paint and application of primer and a finish coat (SAE AMS-STD-595 Color Number 17043 (Gold)) according to SFLC standards.
• Motor Reconditioning: Drive motors must be reconditioned to a like-new state, including mandatory replacement of bearings, seals, and gaskets, with potential baking and re-dipping of windings.

Performance Standards & Deliverables

• Testing: Conduct Rotational, Operational (minimum 10 minutes, +/- 5% flow tolerance), and Hydrostatic (40 PSIG for 15 minutes) tests, all witnessed by a Coast Guard Quality Assurance Representative (QAR).
• Test Reports: Detailed test reports are required for each pump unit.
• Quality Assurance: Contractors must maintain a documented Quality Control (QC) Program conforming to ANSI/ASQ Q9001-2008 and notify the Contracting Officer 10 days prior to QA inspections or testing.
• Packaging & Marking: Overhauled units must be preserved for warehouse storage, individually packaged in wooden boxes, and marked with specific requirements, including bar coding.
• Warranty: The contractor's standard new pump unit warranty applies.

Contract Details

• Type: Combined Synopsis/Solicitation (RFQ) for commercial items, Firm Fixed-Price.
• Set-Aside: Total Small Business Set-Aside (FAR 19.5) under NAICS 336611.
• Award Basis: Award will be made to the lowest-priced, technically acceptable offeror. Multiple awards will not be made; vendors must provide an all-or-nothing quote.
• Delivery: F.O.B. Destination to USCG (SFLC), Receiving Room, Bldg. #88, 2401 Hawkins Point Road, Baltimore, MD 21226. Shipping costs must be included in the repair price.
• Payment: Electronic submission of payment requests via the Invoice Processing Platform (IPP).
• Applicable Regulations: FAR Subpart 12.6, FAR 52.212-1, 52.212-4, 52.212-5, HSAR 3052.212-70, and HSAR 3052.247-72.
