Quick Summary

The Department of the Navy / NAVFAC Marianas has issued a Justification and Approval (J&A) for a sole-source bridge contract to Rome Research, LLC for Operation and Maintenance (O&M) Services at the Robert E. Kamosa Transmitting Station (REKTS) facilities in Saipan and Tinian. This action extends existing contract 95170021C0208 for up to 12 months, covering the period from April 1, 2026, to March 31, 2027.

Purpose & Justification

This J&A authorizes a non-competitive award under the statutory authority of 10 U.S.C. 3204(a)(1), Only One Responsible Source. The bridge contract is essential to prevent a critical service gap for O&M at REKTS facilities. The need arises from significant and unavoidable external delays impacting the procurement of a follow-on contract, including prolonged requirements definition, a government shutdown, unresolved real estate agreements, and a recent change in the end-user from U.S. Marine Corps to Pacific Air Forces (PACAF). Rome Research, LLC, is deemed the only source capable of providing these services without an unacceptable disruption due to their existing mobilization, workforce, security clearances, local government approvals, and site-specific knowledge.

Scope of Work

The incumbent contractor, Rome Research, LLC, will continue to provide comprehensive Operation and Maintenance services for the REKTS facilities on Saipan and Tinian. This includes all services previously performed under contract 95170021C0208.

Contract Details

  • Type: Bridge Contract (Sole Source Justification)
  • Incumbent Contractor: Rome Research, LLC
  • Duration: Nine (9) month extension with three (3) one-month options, not to exceed 12 months.
  • Period of Performance: April 1, 2026, through March 31, 2027.
  • Authority: 10 U.S.C. 3204(a)(1) - Only One Responsible Source.

Future Plans

NAVFAC Marianas is committed to full and open competition for the long-term requirement. A sources sought notice will be issued for the follow-on contract once the scope is finalized to promote future competition.
