The government will provide or reimburse for equipment, tools, provisions, and supplies. The anticipated operating tempo includes Full Operating Status (FOS) with multiple voyage repair availabilities and one major availability annually. Shore-side personnel for lifecycle maintenance and long-lead repair projects are also required.

- Financial resources of at least $35,000,000.00.
