Purpose & Scope
MSC intends to award contracts for the O&M of five MPS ships, divided into two lots: Lot 1 for two (2) Watson Class ships (USNS SISLER, USNS DAHL) and Lot 2 for three (3) Bobo Class ships (USNS WILLIAMS, USNS LUMMUS, USNS BUTTON). The contractor will be responsible for operating and maintaining these vessels to support assigned missions, ensuring they are mission-ready, professionally operated, and maintained in good operable condition worldwide, adhering to USCG and ABS rules.
Key Requirements / Deliverables
- Vessel Operations & Maintenance: Operate and maintain specified vessels, ensuring mission readiness, adherence to USCG and ABS rules, and compliance with operational commanders' directions.

Submissions must also detail facility clearance, company experience (minimum 5 years operating multiple ocean-going ships >4,500 GT/>11,500 HP, 3 dry dockings >$20M/>60 days, and experience in remote locations), and operating hire information (ROM values for FOS, ROS, RAV rates). Responses are limited to five pages (excluding financial viability evidence).
Eligibility / Set-Aside
The government is currently determining the acquisition strategy, including the potential for a small business set-aside. If set-aside, FAR clause 52.219-14 (Limitations on Subcontracting) will apply, requiring small businesses to perform at least 50% of the effort.
