Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Quick Summary

The National Aeronautics and Space Administration (NASA) IT Procurement Office is conducting a Sources Sought to identify potential sources for Operational Television (OTV) Pan & Tilt systems for the Kennedy Space Center (KSC). This market research aims to determine the appropriate level of competition and potential small business set-asides for supporting live imagery during launch operations. Responses are due May 6, 2026.

Purpose & Context

NASA's ITPO is seeking information for alternative OTV Pan & Tilt systems to support the NASA Exploration Ground Systems (EGS) Program at KSC. These systems are crucial for providing live imagery during launch operations and processing, with an anticipated cadence of approximately one launch per year. The government will use responses to assess industry capabilities and inform future procurement strategies, including potential small business set-asides (Small, 8(a), WOSB, SD-VOSB, EDWOSB, or HUBZone).

Scope of Work

NASA requires information on pan, tilt, and zoom cameras, including positioners, that meet specific technical and operational criteria:

  • Communication: Compatibility with RS-232, RS-422, RS-485, and IP/Ethernet protocols.
  • Power: Vendors must specify system power needs (e.g., 12–30 VDC, 24 VDC, 48 VDC, 120 VAC).
  • Payload: Support for 60-150 lbs, 360-degree continuous pan, and ±60 to ±90 degrees tilt (if not integrated with camera).
  • Video (if integrated): Minimum 1080p, 30fps imagery, with transmission method indicated.
  • Slew: Pan and tilt speeds from 0.5 deg/sec to over 10 deg/sec.
  • Environmental: Suitable for harsh outdoor environments, potentially Class I Division 2 (C1D2) hazardous location-ratings. Vendors must identify operating temperature range and certified weather conditions.
  • Vibration: Indicate vibration standard withstood and customization capabilities for high vibration environments.
  • Delivery & Cost: Provide production timelines, delivery capabilities, and estimated system cost.
  • Commerciality: Advise if the requirement is considered a commercial or commercial-type product per FAR 2.101.

Submission Details

Interested firms should submit a capability statement of no more than 10 pages electronically via email to Kimberly Sandoz (kimberly.r.sandoz@nasa.gov) and Sara Stuart (sara.stuart@nasa.gov). Responses must reference 80TECH26RFI0014.

Contract & Timeline

  • Type: Sources Sought / Market Research
  • Set-Aside: None specified; various small business set-asides may be considered based on responses.
  • Response Due: May 6, 2026, at 12 PM CST (17:00 UTC)
