Quick Summary
The U.S. Government is conducting market research through this Request for Information (RFI) to identify potential sources for Operations, Maintenance, and Logistics Support for Government-Owned, Contractor-Operated (GOCO) Aircraft. This RFI aims to inform the acquisition strategy for a future requirement involving tactical airborne Intelligence, Surveillance, and Reconnaissance (ISR) aircraft. Responses are due June 5, 2026, by 5:00 PM EST.
Scope of Work
The anticipated requirement involves providing comprehensive, full lifecycle support for a fleet of GOCO ISR aircraft. This includes:
- Program Management: Overall program oversight, planning, quality control, and reporting.
- Flight Operations: Providing qualified pilots for CONUS/OCONUS missions, including operations in hazardous environments.
- System Maintenance and Sustainment: Scheduled and unscheduled maintenance, corrosion prevention, and obsolescence management.
- Logistics Support: Spares inventory, Government Furnished Property (GFP) management, shipping, and "fly-away" support kits.
- Mission Equipment Operations: Providing qualified Airborne Sensor Operators (ASOs).
- Security: Adherence to U.S. Government security regulations, managing TS/SCI cleared personnel, and operating secure facilities (TSCIF).
- Cybersecurity: Implementing and maintaining cybersecurity standards per DoD directives, including the Risk Management Framework (RMF).
- System Integration and Upgrades: Engineering support for modifications, T&E, and airworthiness certification.
Operations may be 24/7/365, often with short-notice tasking, across single, multiple, or "Hub and Spoke" operating locations, potentially in remote or austere environments. Key performance thresholds include maintaining an Operational Availability (Ao) of ≥ 90% (FMC) and a Mission Tasking Ratio (MTR) of ≥ 90%.
