The scope includes developing and delivering a wide range of online assessments (e.g., multiple-choice, computer-adaptive, video-based interviews), supporting various assessment delivery methods (unproctored, proctored, remote), providing psychometric expertise, managing the assessment platform (hosting, content management, IT security), integrating with existing systems like USA Staffing®, and offering customer agency and applicant help desk support.
Anticipated Contract Details
The Government anticipates a single contract award for the entirety of the USA HIRE II requirement, structured as a combination Time and Materials (T&M) and Firm Fixed Price (FFP). The planned period of performance includes a twelve (12) month base period and seven (7) optional periods, covering labor, other direct costs (ODCs), and travel within the Contiguous United States (CONUS).

- Obstacles preventing a response to a future RFP.
- Comments and recommendations on the technical completeness and adequacy of the draft Section C - PWS.
- Recommendations for enhancing the draft RFP.

- Comprehensive recommendations for establishing a secure, centralized 3rd Party Assessment Repository.
- Estimated timeline for transition-in activities.
- Alternative pricing models to manage growth and hiring freezes.
- Availability of commercial solutions for PWS requirements, specifically for COTS/GOTS assessments.
- Recommended contract type(s) for this effort.
Submission Instructions
RFI responses, limited to ten (10) pages (inclusive of Corporate Overview), must be submitted via email to Steven Nerenberg (steven.nerenberg@gsa.gov) and Mike Levy (michael.levy@gsa.gov). Submissions must adhere to one-inch margins, 12-point Times New Roman font, and single spacing. The Corporate Overview should include Company Name, Business Unit (if applicable), UEI Code, Corporate Address, and Company POC and Contact Information.

The Government is not obligated to release a future solicitation, nor will it reimburse costs associated with responding. An Industry Day and individual Due Diligence sessions are anticipated for March 2026 for interested parties.
