This is a combined synopsis/solicitation for a commercial product, specifically an Optical Comparator System. The government is procuring a minimum of one system, along with various magnification lenses, centers and vees, profile illumination, and installation, calibration, and testing services.

• All items are to be IAW Attachment 1 – Optical Comparator Specification.

• Delivery Period is 8 Weeks After Receipt of Order (WARO).

• The government intends to award a new, single, firm-fixed price (FFP) purchase order (PO).

• The contract will include nine base CLINs (0001 – 0009).

• Delivery Location: Arnold AFB, TN.

• Quotes are due by 10 April 2026, 10:00 A.M. Central Time.

• Quotes must be submitted via email to bethany.hill.3@us.af.mil and aliyah.moore-minor@us.af.mil. .zip files are not acceptable.

• All questions regarding the RFQ must be emailed to the Contracting Officer and Contract Specialist no later than 10:00 A.M. Central Time 6 April 2026.

• Award will be made to the responsible vendor whose quote conforms to the RFQ's requirements and is judged to represent the technically acceptable quote with the lowest complete and reasonable price.

• The vendor agrees to hold prices firm for 60 calendar days from the quote receipt date.

• Required quote submissions include: Technical quote/solution meeting specifications, Completed Pricing Worksheet (Attachment 3), and a statement that the total quoted price includes all delivery costs.

• This acquisition is a set-aside for 100% small business participation.

• NAICS Code: 334513 (Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables), size standard of 750 employees.

• PSC Code: 6685 (Pressure, Temperature, and Humidity Measuring and Controlling Instruments).

• Vendors must be registered in the System for Award Management (SAM.gov).

• The Government will not provide contract financing.

• FAR RFO Provision 52.212-1 and 52.212-2 apply.

• Warranty: 1-year warranty against defects (parts and labor).
• Packaging/Delivery: FOB Arnold Air Force Base, TN.
• Installation & Training: Installation, setup, test run, and a 3-day training class for up to 2 people.
• Documentation: Installation Guide & Acceptance documents, Maintenance Manual, Electrical Manual, & Schematics (hard copy with DVD or downloadable).
