Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Rock Island Arsenal is conducting market research through a Sources Sought notice to identify potential vendors capable of providing two Optical Emissions Spectrometers (OES). This procurement aims to replace existing equipment, with one unit for laboratory use and another for foundry operations. The OES systems are crucial for analyzing the elemental composition of materials, with the foundry unit requiring real-time results. Responses are due by March 9, 2026, at 2:00 PM Z.
Scope of Work
The requirement is for two OES systems:
- Lab Model: Equivalent to SPECTROLAB S, with specific CMOS optical system (120-770nm range).
- Foundry Model: Equivalent to SPECTROMAXx Advanced, with specific optical system (120-766nm range), HON option, and SIRCAL gas purifier. Both systems require Spark Analyzer Pro or equivalent software, PCs, monitors, and argon regulators. Specific matrices (Fe, Al, Ni, Ti, Cu) and analytical programs are defined for each spectrometer.
Key Requirements include:
- Data Plates: Equipment must have data plates for UID compliance, including manufacturer, model, serial number, contract number, and weight.
- IUID Registration: Contractor must register equipment in the IUID Registry and affix a machine-readable 2-D matrix.
- Utility Connections: Equipment must feature single-point utility shut-offs. RIA will connect facility utilities; the supplier is responsible for connections beyond these points.
- Electrical Disconnect: A manual, fused/breaker type disconnect switch, lockable in the OFF state, is required.
- Conduit: Flexible conduit is prohibited in exposed areas; wires/cables must be in rigid, oil-proof protection.
- New Equipment: All furnished equipment must be new and unused.
- Security: Contractors must comply with RIA security requirements, including background checks and installation access procedures. Real ID will be required for entry starting May 7, 2025. No Common Access Cards (CAC) will be issued.
- Material Exclusions: Equipment must not contain PCB, ozone-depleting substances, or asbestos.
Submission Requirements
Interested vendors shall submit a capability statement and provide the following information:
- Business size (Large Business, Small business, Women-owned small business, etc.).
- Whether they are the manufacturer of the optical emissions spectrometers.
- If not the manufacturer, the business size of the manufacturer.
- Country of origin.
