This is a Combined Synopsis/Solicitation Notice for a non-competitive, firm-fixed-price, sole-source contract. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Informatics (OHI), intends to award this contract to Oracle Health Government Services, Inc. The procurement is for platform-specific training to provide informatics support for both VistA-based and Oracle Health-based Federal Electronic Health Records (EHR) and associated tools. This training is a discreet need identified from VA-specific Oracle Health training provided to VHA staff.

• Platform-specific training for VistA-based and Oracle Health-based EHRs.

• Informatics support for monitoring EHR use, configuration, and quality.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for providing advanced training on the Oracle Health Electronic Health Record (EHR) platform and associated tools to the Veterans Health Administration (VHA). The training is intended for VHA staff responsible for administration of Health Informatics roles and responsibilities.

• The contractor will deliver platform-specific training on Oracle Health solutions and build/maintenance tools to VHA staff supporting the Federal EHR.

• Training will cover instructor-led, virtual instructor-led, and self-paced online courses.

• Access to the Oracle Health Client Education course catalog, including prerequisites and policy information, will be provided.

• Access to OH Utilization reporting tools for monitoring training activities will be provided to designated points of contact (POCs).

• Period of Performance (PoP): 12 months from the date of award.

• Place of Performance: Remote, at the Contractor's site. The contractor will identify their specific place of performance in their submission.

• Travel: No government-anticipated travel.

• Collaboration Kickoff: Define an Oracle Health (OH) Certification plan for 28 OCI personnel, identify training POCs, and provide quarterly OCI OH Utilization Reports.

• Premier Pass: Provide 28 Premier Passes for training across the PoP. An optional 20 additional Premier Passes are also included.

• Physician Architect (PA) or Nurse Architect (NA) Program: Provide 5 dedicated classes (up to 12 seats each). Optional: 1 dedicated class (up to 12 seats) and 12 seats in a virtual scheduled class (public with other OH customers).

• Training Materials: Deliver electronic copies of all training materials without restrictions on maintenance, hosting, or distribution by VA.

• Government Furnished Property: None.

• Contractor Personnel Security Requirement: None.

• Delivery: Electronic Delivery.

• Addendum A - Additional VA Requirements: Includes detailed requirements for Cyber and Information Security, VA Enterprise Architecture Compliance, VA Internet and Intranet Standards, and Section 508 compliance for Information and Communication Technology (ICT). This also covers Physical Security & Safety Requirements.

• Appendix C - VA Information and Information System Security and Privacy: Outlines comprehensive requirements for information security, data handling, access controls, training, and incident reporting. This includes specific clauses on data encryption, audits, and compliance with various VA directives and federal laws.
