Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Aeronautics and Space Administration (NASA)/NSSC has a requirement for ORCAlloy-21 Atomized and Coated Powder. NASA/NSSC intends to issue a sole source contract to POWDER ALLOY CORPORATION under FAR 12.102(a), as they are identified as the sole provider. However, interested organizations are invited to submit capability statements to determine if a competitive procurement is feasible. This is not a request for quotes. Responses are due by June 23, 2026, at 2:00 p.m. Central Standard Time.
Scope of Work
The requirement is for the production and delivery of ORCAlloy-21 powder. Key aspects include:
- Production Method: Vacuum or inert induction melting using gas atomization in argon.
- Material Source: Master alloys, virgin melt stock, solid revert, or a combination.
- Composition: Specific nominal, minimum, and maximum percentages for various elements (Nickel, Chromium, Cobalt, Rhenium, Tungsten, Titanium, Aluminum, Niobium, Carbon, Sulfur, Phosphorus, Silicon, Boron, Hydrogen, Oxygen, Nitrogen) as detailed in the Statement of Work (SOW).
- Coating: Powder must be coated with nano-scale Yttria Oxide at 0.45% according to NASA specifications.
- Particle Size Distribution (PSD): Targets for DED Cut (-140 mesh/+325 mesh) and L-PBF Cut (+325 mesh/1250 mesh).
- Physical Characteristics: Primarily spherical shape, free of significant satellite particles, and smooth surfaces.
- Handling & Packaging: Must be handled and processed under inert atmosphere, packaged in air-tight, inert gas-filled containers (max 20 kg each).
- Deliverables: Minimum 1,000 pounds of ORCAlloy-21 powder with L-PBF cut. Delivery to NASA/Marshall Space Flight Center (MSFC) within 14 weeks of Authority to Proceed (ATP).
- Documentation: Certificates of Conformance (CoC) required for all requirements.
Contract & Timeline
